#1 all the way. If you're close enough to land all 9 (or 8) pellets, it doesn't matter if it's 000 or No. 4. Once you get out past about 30-35 yards (depending on bbl/choke/shell of course), those 9 pellets open up and you are very likely to miss, IOW there are VERY big holes in your pattern. #1 will hold a 'holeless' pattern much further, often past 50-60 yards.

BTW, don't worry about winter clothing. No. 4 will punch a cow's neck @25 yards.

the Olin powder company made a silent shotgun shell during the Vietnam war..used in a pump action it was capable of sentry removal and worked via self contained gas piston pushing the buckshot out at approx 600 fps. it was absolutely silent. the racking of a round louder then its discharge.

There's no hard-and-fast rule: slugs, 00, 0 or #1 or even #4 all have their place, and the size of the shell also matters (2 3/4" vs 3" magnums). Depends too on the patterning of your shotgun; be sure to check it out if you haven't already -- size and type of choke, length of barrel, and even ammo brand all have an impact. Expected distance to target is also important.

Ayoob has some good stuff to say about shotguns, starting a few minutes into the following video:

If you're not familiar with Ayoob, I highly recommend his books and videos; he's one of the best out there.

Just keep in mind this stuff travels a lot further than many people think, accuratly or not. A large % of the firearm hunting accidents here in MI involve buckshot.

People use it a lot in uncut cornfields and thick snags so common in deer country.

00 buck. That is off course if we are talking as a personal defense round. The spread has more chance of catching them vs a slug. The beads themselves are rather large considering. There is a reason Law enforcement uses it. It will not matter what the assailant is wearing. It will do the job.

When they conduct the tests for wall penetration it is for law enforcement to control collateral damage in urban settings. Obviously you do not want it penetrating through into the neighbors house or beyond.
Based on the tactical setting general purpose 00 buck is more than sufficient unless you need deeper penetration (walls, cars, etc.) Then obviously slugs will be needed.

Interesting side note, even the wads can travel 25 yards and have been known to kill.
For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places. Eph 6:12 KJV
