    LOS ANGELES (CBSLA.com) — Protesters spilled into the streets near downtown L.A.’s immigration detention center Thursday evening, angry over claims that immigration officers conducted sweeps across the Southland earlier Thursday, which they say resulted in the arrests of dozens of undocumented immigrants.

    “Shut down ICE,” they shouted.

    The crowd blocked the on-ramp to the southbound 101 Freeway at Aliso and Los Angeles streets for a chunk of the evening commute. For several hours the protest remained mostly peaceful.

    “This is the kind of situation we feared, and here it is,” CHIRLA Executive Director, Angelica Salas, said.

    The coalition for Humane Immigrant Rights – or CHIRLA – says they had a surge in calls Thursday from attorneys reporting arrests and detentions of undocumented clients. The organization claims those taken into custody are not getting due process.

    “It happens every day, but it’s happening in a large scale now,” a protester said.

    “As we were coming here there was five vans and one bus that left this detention center,” CHIRLA Political Director Polonio Morales

    Immigration officials deny there was any spike in arrests, telling us their immigration enforcement actions are ongoing and that arrests are made routinely. An ICE official says they prioritize cases based on a number of factors including immigration and criminal history.

    Those words did little to quiet protesters who believe undocumented immigrants are now prime targets for arrest.

    Alvarado described her husband’s arrest like “he was being hunted. … She said they knew where he lived, his job, his morning route.”


    Days after rumors began to swirl that federal immigration agents were planning to conduct raids in Austin, advocates said as many as five were detained Thursday.

    They were nabbed in separate, targeted arrests, likely as part of the Trump administration’s immigration enforcement efforts, said Alejandro Caceres, an organizer with Grassroots Leadership, an Austin nonprofit that opposes private prisons. Other arrests were reported around the country Thursday, including in Southern California, where protests have started.

    “I’ve never heard of five people getting picked up in one day,” Caceres said in an interview with the Observer, adding that he’s lived in Austin for five years.

    At an impromptu briefing, Reyna Alvarado said her husband, Francisco, was pulled over in East Austin and taken into custody Thursday morning on his way to his landscaping job. Standing outside the J.J. Pickle Federal Building, where her husband was processed hours earlier before being sent to a detention center, a weeping Alvarado said she feared for her daughter’s future. She said they fled Honduras about 10 years ago to escape gangs who had killed some of their family members.

    When agents from the U.S. Immigration and Customs Enforcement ride into town, it's bound to generate rumors and last week in Apalachicola was no exception.


    On a morning visit Friday, agents from ICE picked up a high-profile member of the local community, a longtime resident, a manager at the Piggly-Wiggly, a family man.

    Immediately talk began spreading that the arrest of Jose Francisco "Pancho" Grijalva Monroy, 50, of Apalachicola, was just part of a large sweep through Gulf and Franklin counties, targeted at workplaces where undocumented aliens are suspected to be working.

    But, according to a spokeswoman for ICE, that was not the case.

    Tammy Spicer said Tuesday that "we have not had increased immigration law enforcement activities in the Franklin County area. There's been no activity of that nature, nothing out of the norm.

    "We did not go to seafood houses or construction sites and do multiple arrests last week," she said.

    Spicer would not comment further on Monroy's case.

    According to sources familiar with the case, he was transported to Wakulla County, where ICE operates a detention facility as part of a contract with the county jail in Crawfordville.

    My mind trips over every ICE encountered like a stubbed toe on the carpet, not earth shattering, just plain annoying.

    IaCE gives a better clue as a four word acronym.

    U.S. immigration authorities launched a series of raids, traffic stops and checkpoints in at least half a dozen states across the country on Thursday and Friday, sweeping up an unknown number of undocumented immigrants, immigration lawyers and advocates said.

    I was having a house built in 1995. Everything was progressing nicely.
    I watched as the framing was going up.
    Next day everybody was gone. No more work for about 3 weeks.
    I called the builder a week into the hiatus.
    After a bunch of hemming and hawing he finally admits the whole bunch were illegals and ICE had rounded up 90 in the local area.
    He said it would take them a couple weeks to cross the border again and set up shop.
    Sure enough there they are, framing completed and house finished.

    The mostly swamp media (MSM) are twitchy triggered with reports of increased Immigration and Customs Enforcement (ICE) activity. Specifically AP (HERE) and Reuters (HERE) are highlighting new ICE crackdowns in several U.S. cities. The media allude to the latest outcomes as part of President Trump’s enforcement approach toward immigration law.

    In the interim, DHS Secretary John Kelly has been touring the border region with ICE and Border officials. Yesterday he gave a press conference describing what he has seen, and answering questions from reporters. Well worth watching:






    Interestingly, Secretary Kelly is personally going on pre-dawn sweeps (knock and talk) with the ICE officers, and actually going into border tunnels to get a first hand look at the challenges for both DHS units.

    (Reuters) U.S. federal immigration agents arrested hundreds of undocumented immigrants in at least four states this week in what officials on Friday called routine enforcement actions.

    Reports of immigration sweeps this week sparked concern among immigration advocates and families, coming on the heels of President Donald Trump’s executive order barring refugees and immigrants from seven majority-Muslim nations. That order is currently on hold.

    “The fear coursing through immigrant homes and the native-born Americans who love immigrants as friends and family is palpable,” Ali Noorani, executive director of the National Immigration Forum, said in a statement. “Reports of raids in immigrant communities are a grave concern.”

    The enforcement actions took place in Atlanta, New York, Chicago, Los Angeles and surrounding areas, said David Marin, director of enforcement and removal for the Los Angeles field office of U.S. Immigration and Customs Enforcement.

    Only five of 161 people arrested in Southern California would not have been enforcement priorities under the Obama administration, he said.

    The agency did not release a total number of detainees. The Atlanta office, which covers three states, arrested 200 people, Bryan Cox, a spokesman for the office, said. The 161 arrests in the Los Angeles area were made in a region that included seven highly populated counties, Marin said.

    (Via AP) […] Despite the claims that this is business as usual, an indication of the changed tactics came earlier in the week when Homeland Security Secretary John Kelly testified before Congress. He told lawmakers immigration agents expressed frustration about that they were not fully allowed to enforce immigration laws under the Obama administration. He predicted Trump’s directives would end that frustration.

    “I think their morale has suffered because of the job they were hired to do, and then in their sense, they’re … kind of hobbled or, you know, hands tied behind their back, that kind of thing,” Kelly told the House Homeland Security Committee. “And now, they feel more positive about things. I bet if you watch the morale issue, you’ll … be surprised going forward.”

    Acting ICE Director Thomas Homan, who was previously in charge of the agency’s enforcement and removal operations, earlier this month made a point of noting that his agents would enforce the law.

    In at least one case, it seems clear that Trump’s order changed someone’s fate. Guadalupe Garcia de Rayos, a mother of two in Phoenix, was arrested nearly a decade ago for using a false ID to get a job as a janitor at an amusement park. She pleaded guilty to a felony charge, but the government during the Obama years declined to deport her despite her being in the country illegally. On Wednesday, she showed up at the ICE building in Phoenix for a scheduled check-in with immigration officers and was swiftly deported to Mexico. (read more)

    Ms. Guadalupe Garcia de Rayos deported on Wednesday night following her 2008 arrest for stealing two identities, and using a stolen Social Security number of a man who doesn’t live in Arizona.

    Garcia de Ravos was convicted of felony fraud in 2013 and given a criminal deportation order. She exhausted all her appeals, and was not actually deported until February 2017.

    Keep up the good work. I was just talking about it yesterday with an associate who owns a commercial landscaping business. He wants to expand, but knows the days of riding to regular spots to pick up cheap labor are coming to an end.

    One thing he mentioned is Mexicans always want to get paid on a day rate in cash, so he quotes them lower. It saves on labor costs, but it also eats up his cash flow since he does not get paid until a few months after a job is completed. He has a big project fixing a highway now and his cash is low. If he had regular, documented labor his costs would go up, but he could do more projects. So it might be a wash.

    In Texas it is targeted in Austin and Plugerville which is NW Austin area. My daughter who saw the “dragnet” lives a few blocks south of the Plugerville city limits. She emailed “Yeah they are picking them up! State troopers directing traffic and white vans everywhere hauling them off!” I gathered that the DPS closed some of the streets so they couldn’t run off. No sanctuary city or county cops used is interesting.

    I got an email from one of my kids in Austin last night. The dragnet is out. Austin is overrun with illegal aliens and of course the idiot local government is being defiant. So I guess they talked themselves into being a early and primo target. There were apparently road blocks to some of the big apartment complexes where the illegals hole up. State police (thanks Governor Abbott), not city or county, were handling traffic for ICE. LOL.

    ^^^THIS^^^ along with jailing a handful of native business owners who hire these people would do more to stem the influx of illegals than a wall could ever accomplish. With a bit of fear and dwindling employment prospects, many illegals will self deport. A wall could perversely slow their exit and may actually be counter productive.

    Fearing deportations, Mexico warns its citizens in the U.S.


    The much-publicized deportation of an immigrant who had been living illegally in Arizona prompted the Mexican government on Friday to urge its nationals in the United States to “take precautions” amid a “new reality” for the immigrant community.

    The expulsion of Guadalupe Garcia de Rayos, a Mexican citizen and mother of two U.S.-born children, “illustrates the new reality of the Mexican community living in the United States in the face of more severe application of migration controls,” the Ministry of Foreign Affairs said in a statement.

    The motion was agreed to; and the Senate, as in Committee of the Whole, resumed the consideration of the joint resolution (H.R. No. 127) proposing an amendment to the Constitution of the United States.

    The first amendment is to section one, declaring that all "persons born in the United States and Subject to the jurisdiction thereof, are citizens of the United States and of the States wherein they reside. I do not propose to say anything on that subject except that the question of citizenship has been fully discussed in this body as not to need any further elucidation, in my opinion. This amendment which I have offered is simply declaratory of what I regard as the law of the land already, that every person born within the limits of the United States, and subject to their jurisdiction, is by virtue of natural law and national law a citizen of the United States. This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons. It settles the great question of citizenship and removes all doubt as to what persons are or are not citizens of the United States. This has long been a great desideratum in the jurisprudence and legislation of this country.[1]


    It is clear the framers of the Fourteenth Amendment had no intention of freely giving away American citizenship to just anyone simply because they may have been born on American soil, something our courts have wrongfully assumed. But what exactly did "subject to the jurisdiction thereof" mean to the framers of the Fourteenth Amendment? Again, we are fortunate to have on record the highest authority to tell us, Sen. Lyman Trumbull, Chairman of the Judiciary Committee, author of the Thirteenth Amendment, and the one who inserted the phrase:


    [T]he provision is, that 'all persons born in the United States, and subject to the jurisdiction thereof, are citizens.' That means 'subject to the complete jurisdiction thereof.' What do we mean by 'complete jurisdiction thereof?' Not owing allegiance to anybody else. That is what it means.

    Trumbull continues, "Can you sue a Navajo Indian in court? Are they in any sense subject to the complete jurisdiction of the United States? By no means. We make treaties with them, and therefore they are not subject to our jurisdiction. If they were, we wouldn't make treaties with them...It is only those persons who come completely within our jurisdiction, who are subject to our laws, that we think of making citizens; and there can be no objection to the proposition that such persons should be citizens.[2]


    Sen. Howard concurs with Trumbull's construction:

    Mr. HOWARD: I concur entirely with the honorable Senator from Illinois [Trumbull], in holding that the word "jurisdiction," as here employed, ought to be construed so as to imply a full and complete jurisdiction on the part of the United States, whether exercised by Congress, by the executive, or by the judicial department; that is to say, the same jurisdiction in extent and quality as applies to every citizen of the United States now.[3]

    In other words, only children born to American citizens can be considered citizens of the United States since only a American citizen could enjoy the "extent and quality" of jurisdiction of an American citizen now. Sen. Johnson, speaking on the Senate floor, offers his comments and understanding of the proposed new amendment to the constitution:

    Illegal aliens. Using the word immigrant muddies the water and removes the reality of the offence, which is a favorite tool of the left.
    Immigrants don't get deported unless they break laws, aliens should be deported immediately.

    My beef, in regard to illegals being deported, is this: You see on the news media, that Jose was in this country illegally for say 20 years and now he is being deported. He setup a family and even had a job here. They whine that since he was here so long, that he should be allowed to stay.

    Its like saying, that if someone robs a Brinks armored car, gets stolen cash, buys a new car and then complains they lose the car after being arrested for robbery, its not fair.

    These illegals showed up here and have no citizenship. Granted, some showed up with a valid green card, but it expired and they never left the country.

    Some cities want to keep the illegals, because it keeps the population numbers up. There is a census coming in 2020. The more population a city has, the its apt to receive federal funds (Community Development Block Grants, etc.). Also, having all that welfare cash coming in, is like getting a guaranteed federal paycheck. These Sanctuary Cities want the Federal cash coming in, even if its illegals.

    Maybe by the 2020 census, we will know how many legal citizens this country will have. If deportations keep going on and a southern border wall built, the illegals won't be counted for the 2020 census.
