    • Vladimir Krull was convicted of raping and sexually assaulting the 13-year-old daughter of his then-girlfriend this past January
    • The 39-year-old was facing up to 21 years in prison and prosecutors from the Bronx District Attorney's Office were pushing for 15 years behind bars
    • The former NYPD sergeant, who served on the force for 12 years, got three years in prison on the three major charges, but will serve them concurrently
    • He was accused and later declared guilty of raping the girl at her apartment and in a car between November of 2013 and February of the following year
    • Krull also was found guilty of charges relating to an incident when he forced the eighth-grade student to give him oral sex outside her school
    • He had taken the girl to a father/daughter breakfast earlier that day, attending the event because her father had passed away just one year prior

    No place for police secrecy

    The official "short" title of state House Bill 27 is "An act amending Title 44 (Law and Justice) of the Pennsylvania Consolidated Statutes, adding provisions for law enforcement activities by providing for release of law enforcement officer information when firearm discharged or use of force." That mouthful can be distilled down to the measure's more recognizable handle: the police secrecy bill. The proposal is similar to HB 1538 from the last legislative session, which Gov. Wolf vetoed.

    The Pennsylvania NewsMedia Association offers a summary of HB 27 that should be of great concern to anyone who values government transparency and the public's right to know. According to PNA, "HB 27 would prohibit the release of the identity of a law enforcement officer involved in 'use of force' that results in serious injury or death. Under the proposal, unless criminal charges are filed, identity information may only be released if the officer consents, 30 days have passed, or after a completed official investigation."

    The operative word here is "may," since even if the aforementioned conditions are met, a police department, at its sole discretion, can refuse to release the name of an officer whose actions have caused a serious injury or death. Police departments should be required to give a legitimate reason for withholding identity information. Otherwise, there should be no arbitrary refusal.

    Speaking of arbitrary, PNA points out the 30-day "blackout" period itself is arbitrary. Recent incidents all across the nation show that it's critical for law enforcement agencies to respond quickly and openly to shootings involving police. When someone has been seriously hurt or killed by a police officer, official secrecy only tends to inflame an already tense situation. The quicker the public can be apprised of exactly what took place, why it took place and who — suspect and police officer — was involved, the less likely a community is to explode in violence.

    Police officers already wear name tags, and dash cams and body cameras record their every move. They are servants of the people. Absent extenuating circumstances, their identity should never be a mystery, and there should never be even a hint that law enforcement agencies are trying to hide something.

    PNA says "the names of police officers whose actions cause injury to citizens must be presumptively public." We agree. Police-community relations and trust can only be harmed when residents are kept in the dark and denied information about police activity that directly affects them and their neighbors.

    PNA believes House Bill 27 can be improved significantly with a "few small changes." We encourage House lawmakers to take PNA's concerns to heart and craft a bill that safeguards the interests of both law enforcement agencies and the people they serve.

    'Why am I in handcuffs?': Wyclef Jean threatens to sue after being detained by LAPD cop who tore off his bandanna and cuffed him thinking he was an armed robber
    • Wyclef Jean was detained by deputies in West Hollywood on Tuesday at around 1am on his way home from the studio

    • A police spokesperson confirmed to DailyMail.com that Wyclef was briefly detained, but said the singer was released after brief questioning
    • There had been an armed robbery in the area according to police, and Wyclef's car was similar to the suspect's vehicle, and both had on red bandannas
    • Wyclef, who earlier that day had been in the studio working with songwriter Diane Warren, has not filed a complaint at this time
