    “Top Notch” is in custody. Detectives investigating the robbery believe that the suspect is in fact the “Top Notch” robber and that he is responsible for at least two bank robberies and three commercial robberies. The suspect is the same man pictured in this previously published Blotter post (https://goo.gl/e3gmbd, https://goo.gl/cXrC5G). Detectives continue to work with local, state and federal partners to determine if this suspect is wanted for any other crimes in our region.
    -A suspected armed robber was arrested Friday afternoon after he held up a man at gunpoint on Rainier Avenue and later fired a shot at officers as they pursued him through the Central District. Just before 1 PM, police received a report of an armed robbery in the 3300 block of Rainier Avenue South, where the suspect had reportedly brandished a handgun and taken another man’s cellphone. The suspect pistol-whipped the victim and one shot was fired during the incident. No one was hit. The suspect fled the scene in a silver Volkswagen Jetta*.

    Officers Christina Bradley and Daniel Aguirre located the car a short time later in the Central District. Coincidentally, East Precinct officers were already present in the area as part of a neighborhood emphasis detail in order to respond to ongoing community concerns. While leading police on a brief circuitous chase through the neighborhood, the suspect collided with an unoccupied parked car. He then exited his own vehicle at 18th Avenue South and South Dearborn Street, where he fired one shot at Officers Bradley and Aguirre. Police quickly set up a perimeter and contained the area. With nowhere to go, the man surrendered. Neither the suspect nor any officers were injured. Several schools in the area briefly sheltered in place during the incident. The 29-year-old man will be booked into the King County Jail for the robbery and for firing at officers.

    Pennsylvania to set policy limiting release of police video

    HARRISBURG, Pa. (AP) — The state is poised to set a policy exempting police audio and video recordings from its public-records law and giving police departments broad discretion over when to refuse requests from people for copies of them.

    Democratic Gov. Tom Wolf said he would sign a bill that cleared its last legislative hurdle Tuesday, passing the Senate without debate, 49-1. The bill covers all audio and video recordings by officers, including those from body cameras and dashboard cameras.

    Law enforcement organizations support the bill, which also clears legal hurdles for police departments to expand the use of body cameras. The bill was opposed by the American Civil Liberties Union, which says it will be nearly impossible for the public to obtain police video.

    A Wolf administration spokesman said Tuesday that the governor would prefer a law that allows more transparency in the release of police video, but that he believed the bill is a good first step toward encouraging police departments to use body cameras to increase accountability without concerns over violating state law.

    The bill would add Pennsylvania to a growing list of states that are setting statewide policy over the collection of audio and video by officers. Every state allows certain exemptions to deny the public release of a video, according to information assembled by the Reporters Committee for the Freedom of the Press, although some states give the video the presumption of a public record.

    Under Pennsylvania's bill, it would be grounds for a denial of a request for a recording if a police department or prosecutor's office decides it cannot remove or obscure the identity of a confidential informant or victim or evidence in a criminal investigation or an administrative investigation.

    A court could still order the release of a police recording if a request is denied by a law enforcement agency.

    The bill sets limits on requests, providing a window of 60 days after an incident in which to submit a request for a copy of an officer's audio or video recording, and it would prevent public access to recordings made inside a law enforcement facility, such as a police department.

    The bill does not address when a police camera must be turned on and how long data must be stored before it is erased, although it tasks the state police with writing guidelines for the storage of the recordings.

    The use of body cameras is limited in Pennsylvania, with law enforcement organizations unable to name more than a few departments that use them. The state police do not use body cameras, while departments in the state's two largest cities, Philadelphia and Pittsburgh, use body cameras on a limited basis.

    The bill aims to remove a couple of legal hurdles that police departments have cited as potential problems.

    It clarifies that officers can gather body camera footage inside a private residence while on duty, an effort to address concerns about violating the state's surveillance law, and it makes clear that uniformed officers can legally record any conversation while using a state police-approved device in public.

    There was good public access news from the Pennsylvania Supreme Court last week, when the Court affirmed the public's right to access videos gathered by police on the job. Unfortunately, that right is likely to be short-lived, because of Senate Bill 560.

    Last week, the Pennsylvania Supreme Court ruled in Commonwealth v. Grove , that the Right to Know Law guarantees the right to access police dash camera video. That right is limited, and the law allows law enforcement agencies to prevent access to investigative and other material. The Court recognized the critical role played by law enforcement and simultaneously recognized that public access, and the accountability that follows, is a necessary and critical right as well. The Court found that the Right to Know Law strikes an appropriate balance between the need for confidentiality in some circumstances and the importance of public access and accountability in others.

    You've seen these videos (mostly from other states); they show how law enforcement interacts with the public they are sworn to serve and protect. These records are irrefutable evidence of what actually happened. Many times, they illustrate law enforcement doing their job and doing it well. But you've also seen videos that show when things go wrong, terribly wrong, for officers and the public. Both types of videos can be agents for positive change, by illustrating best practices and showing where improvement is needed. Public access to these videos results in better policing and better relationships between law enforcement and the communities that depend on them.

    Unfortunately, Senate Bill 560, which would eliminate access to most, if not all, police bodycam and dashcam footage, appears to be heading quickly to the governor's desk. On the same day that Grove was decided, the House passed Senate Bill 560, which would render the Grove decision meaningless. The bill would remove all police recordings from the Right to Know Law and impose a cumbersome, unworkable process that makes it all but impossible to get these records. Proponents of the bill say it will allow some access, and it's true that there is limited access language in the bill. But, the process is so cumbersome and allows law enforcement so many ways to deny access, that there simply won't be meaningful public access in Pennsylvania.

    Despite concerns voiced by numerous good government organizations, the bill's public access provisions have not been significantly amended. In advancing this bill in its current form, lawmakers have missed a real opportunity to craft a thoughtful, meaningful test balancing the very real needs of police, against the importance of public access and accountability in the communities they serve.

    A far better path would be to acknowledge the Grove decision and recognize that the Right to Know Law -- which involved months and even years of legislative discussion and debate -- is the best method to strike the balance between meaningful public access and the need for law enforcement confidentiality.

    • She volunteered to be the 'villain' in the school's emergency lockdown drill
    • But local PD didn't arrive as planned so the school called 911, a lawsuit claims
    • The cop who arrived didn't seem to know about the drill, according to her story
    • He threw her to the ground, kneed her in the back and cuffed her, suit says
