What to do with a broken Illinois: Dissolve the Land of Lincoln

    John Kass
    Contact Reporter
    Chicago Tribune

Illinois is like Venezuela now, a fiscally broken state that has lost its will to live, although for the moment, we still have enough toilet paper.

But before we run out of the essentials, let's finally admit that after decade upon decade of taxing and spending and borrowing, Illinois has finally run out of other people's money.

Those "other people" include taxpayers who've abandoned the state. And now Illinois faces doomsday.

So as the politicians meet in Springfield this week for another round of posturing and gesturing and blaming, we need a plan.

Hate to say it but it looks Illinois mistakenly tried to model itself as a New York, but they were missing one key ingredient, Jew money.

So we have 49 states but get bankrupt Puerto Rico and that gets us back to 50?
    Those idiots loose representation?
How are they going to divide up CA and all the other failing states?
Anyone in any way even related to a politician from governor to local school board or related blood line is barred from holding office for a time of 10 generations minimum.
All current and retired public officials loose 100% of their pensions & any other benefits AND 50% of their personal net worth.

Most important is why would any other state want the burden of that cess pool that is chi-congo?

These dumborat plantations are the very problem. Lots of nice areas outside the chi-congo's, st louis, nyc, la, san fran, miami, atlanta areas etc.......

Don't bail them out or merge them with other states. Let them file for bankruptcy and then the problem will fix itself eventually, I hope.

I don't want Ill-noise. Make it a free state...an experiment in anarchy, the "anti-(current) US". Maybe try some radical ideas like freedom or liberty. A BIG middle finger to Uncle Scam.

California can easily be made whole by coherent management. With an economy of over a Trillion dollars, all one needs to do is cut waste fraud and abuse. It really shows that the destruction is intentional across the board. California brings in so much money every year, only a moron could screw things up. Or, someone who WANTS to screw things up. I don't know what industries Illinois has in their state that they rely on most, but Commiefornia basically has it all, and still they "manage" to screw it all up. When the pension issue rears it's head, is when each state will be revealed for what it is.

Cali has over 200K "employees" and more than twice that number who are receiving VERY NICE pensions at my expense. Not to mention all of the aid handed out to illegals...

The word unsustainable comes to mind.

Better sooner than later for an implosion.

And MIS Management is not a beauty contest.

Funny thing is I said IL should be broken up and parts given to other states in another thread last week. It's a viable solution and would really screw the bondholders nice.

Let Illinois figure it out for themselves - they got themselves into it, they can figure out how to get out of it. Plus, it would be an interesting social experiment to see what they do. :)

Yes the bailouts forgot that plus the annual bailouts for the NYPD plus other police agencies that get the lions share of federal homeland security monies. Those homeland security payments to NY probably pay all the cops pensions.

Sign 'em over to Red China in lieu of all the US debt they've bought, and wipe the debt clean.
The people that reside within the zones are No Longer American Citizens BUT Commie China subjects ( since they always wanted Communism anyway.
Those that move out of those locales lose their voting privileges for 10 Years so they can not destroy the locales / regions they squat in.

    I like that idea alot.

While we're building the Mexican border wall, why not build another? Just surround the son of a bitch with a great big wall. Instead of deporting illegal aliens 3, 4, or 5 times simply bus their asses to Illinois. Ship all of Obama's refugees there as well, let 'em duke it out.

With what passes for entertainment on TV nowadays, you could televise the battle.

There's no set process for a State to file bankruptcy. Cities yes, but not States. Should come in handy for Chicago...I understand they have roughly 3x the debt load Detroit did, when it filed for bankruptcy protection.

That people keep voting in these communist idiots into positions of power over the purse strings offers good support to the notion that there should be restrictions on voting. No skin in the game = no vote. Getting welfare? Tough, get off welfare, buy some damn land and then you can vote.

Agree 100% with that. How can someone be allowed to vote for more benefits when they pay no taxes? Isn't it something like 40% of Americans dont pay taxes now and either get all of their money back or more.

I agree only on matters that pertain to spending...

Truth is taxes should be applied evenly to everyone across the board and there should be no income tax.

I'm paying over 12k this year in taxes. Someone else is getting back 7k in taxes and receiving benefits all year long. I'm paying for people to not work as hard as me and they have the exact same voice when it comes to voting?

The article comments are great. No one from the surrounding states wants any part of them and they are worried about liberals f''ing up their state's finances when they flee their last carcass

You really can run out of other people's money

WI or IA could take Galena. That's the only worthwhile place I can think of. I guess Beloit could annex South Beloit and Dubuque could annex East Dubuque. Let the rest of them stew in the cesspool of their own making.

Illinois has a rock solid voting base of the FSAers and unionized government employees...I see no reforms and numerous tax hikes on the horizon

Welcome To The Third World, Part 24: Illinois About To Default?

The train wreck that is the state of Illinois has generated a lot of questions lately, including “Will its government ever pass a budget?”, “Will it ever pay its overdue bills?”, and “Is it possible for a state to go bankrupt?”

Looks like we’re about to get some answers to these questions, along with one more: “What happens to the financial markets when people finally realize that Illinois is far from the only impending bankruptcy?”

Today’s Wall Street Journal has an anecdote-filled article illustrating what certainly looks like a case of terminal financial mismanagement (How Bad Is the Crisis in Illinois? It Has $14.6 Billion in Unpaid Bills):

Among the many, many data points:

    • The state comptroller predicts unpaid bills will soon top $16 billion. “It is almost hard to say those numbers out loud because they seem so insane, but that’s where we are right now.”
    • Unfunded pension liabilities now total $250 billion. That’s about one-third of state GDP, and is in addition the myriad other debts taken on in recent years.
    • S&P Global Ratings has warned that it could lower the state’s rating to junk as early as this week if a budget isn’t passed.
    • Peoria-based OSF Healthcare, a network with 10 Illinois hospitals, is owed about $115 million for bills over four months old, the equivalent of 18 days of operating expenses.
    • The state owes Illinois dentists $225 million. Some dentists with lots of state workers are selling receivables to keep the lights on. Others are asking state employees to pay in cash.
    • The state owes two Springfield hospital systems more than $200 million.
    • The Coliseum building at the state fairgrounds closed indefinitely earlier this year after the state failed to fund needed repairs.
    • Eastern Illinois University has received $53 million less in state funding in the past five years than the previous five. Professors in the chemistry department haven’t been able to print in color since the department’s printer ran out of yellow ink a year ago. Enrollment has fallen from 12,000 to 7,000 in the past decade.
    • If the state doesn’t pass a budget in the current special legislative session or allocate emergency funding, about 700 road projects under way across the state—worth $2.3 billion and employing 20,000 people—will come to a stop.
    • Some social-services agencies are operating without state help while others have closed entirely, leaving some rural communities without mental-health clinics, domestic-violence shelters and drug-treatment clinics, despite a raging opioid crisis.
    • Illinois has lost more residents than any other American state for the third year in a row, with 90% of the state’s counties seeing a drop in population, shrinking the state’s tax base. In 2016, a net of 37,508 people left, according to census data, putting the population at its lowest in nearly a decade.
The impending downgrade to junk status might be the final push off the cliff, since Illinois – despite a constitution that kind-of-sort-of requires a balanced budget – still borrows a lot of money each year, mainly to fund its out of control pension system. As a junk-rated borrower, its interest costs will be much higher, making its financial imbalances that much worse. Assuming that anyone will lend money to the state on any terms.

Here’s a chart from CNBC showing how swift the fall from investment-grade has been:

Soon the junk line will be crossed, at which point it will become clear to everyone that the problem is unfixable and one or another doomsday scenario is imminent.

Our elected leaders do it all the time.

They vote themselves really neat pay raises, grandiose benefit packages and golden parachute retirement plans. All paid for with our tax dollars.

As for them paying taxes..............aren't they just giving up some of the money they took from the people in the first place?

dumbocrats can't see the writing on the wall.

“The problem with socialism is that you eventually run out of other people's money.”

Sane people leaving the state lowering the tax base. Sanctuary city of hopelessness...........

I wonder how the state would do if they simply abandoned chi-congo?

One thing about Illinois is the farm ground taxation issue. While property is taxed on its fair market value farm ground is taxed on some derived productivity value as determined by the University of Illinois. In other words it gets taxed very little compared to what it is worth. Gotta help the poor farmer out you know. Interestingly enough though if a developer buys the land and subdivides they too get the farmer tax benefit. Gotta help the sub-divider you know. Then the developer builds a house on it and Illinois has an exemption for a builders spec house. Gotta help the builder out you know.
Illinois is so full of legislated giveaways a lot could be made up by making people pay what they really should be paying and don;t get me started on the TIF issues.
I always have a lot of fun when farmers start bitching about their taxes, which are very low as it is, and then asking them if they would sell the ground for its assessed values. Of course they won't because they know the real value means nothing because of the aforementioned but yet here they are getting a great deal others don't get and then being mad about it because it isn't more. It is sort of like someone on the SNAP card whining because they don't get more WIC coupons...another situation that happens in Illinois too
