BALTIMORE (WBFF) - An alarming discovery coming out of City Schools. Project Baltimore analyzed 2017 state testing data and found one-third of High Schools in Baltimore, last year, had zero students proficient in math.

But that’s not all we found. In the midst of that troubling number, there are some bright spots.

Most mornings, at Baltimore Collegiate School for Boys, start the same way – with students chanting the school’s motto in the gym.
“There’s an urgency about the work we’re doing,” said Jack Pannell, the school’s founder.

That urgency was born out of need.

“Nine out of ten black boys in Baltimore City are not reading at grade level,” added Pannell.
That grim statistic, lead Pannell to open his north Baltimore school three years ago. As the name implies, in these halls, there are no girls.

“They tend to stay very focused on their studies,” he stated, with a smile.

The charter school also has no entrance exams. What it does have is a school day extended by one hour, a teaching staff that is 60 percent male and shorter class periods. All of it tailored to how boys learn.

“We designed this school to make a fundamental difference in the lives of mostly black and brown boys in the city,” said Pannell.

That design appears to be working. Since 2015, the number of Baltimore Collegiate’s boys who scored proficient in state math tests spiked by 60 percent. In 2016, nine percent of students were proficient. This year, 14.4 percent were proficient.

“No,” replied Pannell, when asked if he was happy with the results. “I mean, we can do better.”




But Project Baltimore discovered as this school’s making process, many other city schools seem to be going nowhere.

Project Baltimore analyzed 2017 state test scores released this fall. We paged through 16,000 lines of data and uncovered this: Of Baltimore City’s 39 High Schools, 13 had zero students proficient in math.

Digging further, we found another six high schools where one percent tested proficient. Add it up – in half the high schools in Baltimore City, 3804 students took the state test, 14 were proficient in math.

I have said, for a long time, that teachers should have their salaries reduced by 10% per year UNTIL the U.S. is #1 again, in education !!

Teachers are over paid & under worked.

Those that can, they do.
Those that cannot, they teach.
Those that cannot teach, they administrate !

Bad teachers = bad students !
have to disagree. in the modern internet world no teacher can stop a student from learning. skoolz/teachers OFFER an education. they have zero power to make them learn.

their homes prefer a certain lifestyle. hitting the books isn't high on the list of priorities.

If schools were really designed to teach students valuable skills, they could do it, even with students in bad home environments. If schools taught trades and physical fitness, it would bring up millions from the bottom.

I agree with the trades. by 11 or 12 years old they need to be separated. ridiculous to have them all on the same path to be lawyers/doctors/engineers

again, cannot make them learn ANYTHING. change the laws to allow teachers to whip them, tazer them, paddle them......you might get somewhere

full disclosure -- close family member is a teacher in a mixed skool district for decades. I am using her knowledge to share with you guys

another thing -- skoolz are nothing like they were decades ago - our memories and experiences are irrelevant. gov has mucked it up to the nth degree

the biggest benefit goes to the non-taxpayers. the deadwood use the skoolz for free babysitting, including meals and entertainment

the demo in the op is EXACTLY like this. they don't give a damn about the learning -- but they DO care about the free babysitting. their test scores compared to their attendance scores prove it

Ignorant people will take advantage of anything free, even if it is detrimental to their future. Schools took the role of baby sitting, meal ticket, and entertainment because it was policy - the policy of the people who benefit from tax money.

Imo, schools should be severely curtailed - no sports, no top heavy administration, no jobs for teachers that don't perform. Teach trades to the majority of students, teach fitness, teach how to prepare meals, teach how to do things. Separate girls from boys, wear uniforms, and kick out any that disrupt. They would be no worse off from getting kicked out than the babysitting school's we have now that prepare them for nothing.

What are the odds that the teachers at these schools all got raises this year and none of them were fired or even given a less than good evaluation..

Public schools are designed to groom docile sheep who will be good little worker bees who pay their taxes without complaining, who believe every word the media and the politicians tell them, and who trust the banksters to run the financial system.

And that's just for starters.

imagine trying to teach a hamburger or a tadpole how to diagram a sentence/use the quadratic formula

they dont give a sh-t -- zero f0cks given

in the last 6 weeks at my family member's school -- coach stabbed with a pencil, teacher pushed down, teacher slapped in the face and....

my family member has had two chairs, one book, and one traffic cone thrown at her. the only one that connected was one of the chairs -- she is walking around with a bruise on her leg right now

all this in last 6 weeks....in a typical mixed district.....6th grade....houston suburb

gov has made it all but impossible to punish/expel/suspend the worst offenders....they are all 'special needs' - so protected. their presence in the classrooms turns the whole thing into a monkey cage.

THIS IS NO ACCIDENT -- see the parkland school shooter for similar lunacy. both obamas and eric holder (dear colleague letter) put the death blow on skoolz with any minority discipline issues

It's time, long past time actually, to shut down ALL public education systems all across the country.

No, the problem is NOt just "bad parents" or "bad teachers" or "bad students" or "bad homes" or lack of funding, low salaries, inability to correct students, or expel students or special needs students or racism or any other -ism or any other idiotic, knee-jerk, off-the-cuff, nitwit, brain-dead, boneheaded, agenda driven, hate based, limp dick, blame shifting EXCUSE that can be imagined. Did I miss any?

The problem IS the current state of America. The children, the students and their attitudes and actions are merely a reflection of ALL they surrounded by. America and the western world has been driven to a state of high social fragility by what we call PC and enforced by so-called Social Justice Warriors. We are highly repressed (demands of PC) and oppressed (by the legal and social laws and ostracism enforced by the SJW crowd) so that we are NOT free to be human. We cannot be white, blackm conservative, prosperous, successful, tolerant, charitable, caring, cooperative, married, free to err,forgiven of our errors, we cannot build a life that we want to live, enjoy the fruits of our labors, voice our opinions, practice our beliefs, we cannot be free because we are surrounded by armies of accusers backed by armies of prosecutors that stand against EVERYTHING we think, do or say. Just how can ANY human, let alone an American, who is supposed to be "free" to act at liberty according to the dictates of one's own conscience, grow and thrive in such an environment? Moreover, how can ANY child swallow and process this clear cognitive dissonance without anger and emotional reaction resembling madness and confusion? The entirety of this education system is nothing short of institutional insanity being FORCED on those who are expected to accept it gladly. Yeah, really! Just what did and do the administrators, teachers, parents and society in general expect will happen?!?

Here is wisdom, not ALL frogs stay in the pot as you turn up the heat.

Here is further wisdom, humans are NOT like ANSI/ASE hardware stamped out in some factory, as we all have slightly different specs.

Proficiency in math?!? Proficiency in math is being able to add, subtract, multiply, divide and do fundamental geometry. Anything beyond these basics is for budding mathematicians and physicists. Not everyone needs or wants to do quadratic equations or know the first thousand prime numbers.

In Indiana a student MUST have 12 years of English instuction to graduate from high school. Yet few can write let alone understand a simple instruction manual for an appliance. In fact, one of the most common complaints of any modern product manual is that they are either unintelligible and/or filled with errors. Why these complaints? The concepts of logic and process are missing in written language because they are not taught in schools since they are replaced with "feelings" and other PC error and error in the logic and process of fundamental math and language. This IS a compounding of error in the practice of the education system itself.

Each and every subject handled in institutional education from kindergarten through a masters degree is similarly perverted and the doctorate is the culmination and some total of all error in education and the student is now fully qualified to promulgate and propagate error of of the students own accord.

In the end and in American and western society now, education serves only to further the destruction of society. It's now out of control and has made itself utterly useless to to the continuation of society. It is no longer a great coherent factor of society. It does not promote a future. It does not promote benefit to society. It does not promote progress. It does not make for better individuals. It does not promote justice. It does nothing to promote anything that is good and right for humanity. In short, American institution education has rendered itself useless to Americans, American society and even American government. It is time for it to collapse. It is time for it to be consumed in flames on the ash pile of history.

Long live education! Education IS necessary for ALL. ALL need to learn to read, write and do fundamental math. ALL need to learn about America's constitution/government/law and the history, the TRUE history of governments and WHY the constitution was drafted as it was and the dangers of governments and their laws and WHY our rights supercede the demands and claims of government.

Our social skills, work ethic, personal morals, self care, willingness to cooperate, allowing others to be free whether or not you agree with their activities and higher qualities of humanity need to be learned in the context of the nuclear family and practiced, built upon and strengthened within our communities and social activities. As you can see, schools, at least as we have known them in America, offer little and have a small, even miniscule role to play. In particular boys really should be out of school by age 12 or 13 and learning an occupation or useful work of some kind. These boys wish to pursue artistic endeavors or careers of a more administrative type or sciences then such opportunities can be made available. None are so complex that another dozen years of education would be necessary. Trim out the BS and endless theories and the length of education can be greatly shortened. Much more time in labs and in hands on work will greatly accelerate the education process and get these boys to working and exploring and following their pursuits.

Girls? Well, I'm not one so I don't know what would work best for them. Once the feminist BS is eradicated maybe girls can spend more time growing into a woman and if they wish to pursue work, they also would learn more with some hands on experience and additional discussion with their female peers. School seems more appealing to females. Socializing and books give them opportunity to grow and exercise their emotional complexities to deal with themselves more rationally. All I can say is that I'm all for it.

Obviously the above are merely my opinions. Whatever the answers may be, the institutional education system we have now is an utter failure. Another model/method is necessary and we have to start somewhere.

correct. but to change it you'll need to offer the free babysitting, free meals, free entertainment that the current system offers. the populace demands it.

even cutting down to half day home learning, half day skool learning would make the m-asses freak out about losing half of their gibs

exactly right. majority of the bad kids are now classified as 'disabled' - so immune to punishment for most of their crimes.

you son is in a great spot with speech path -- those are in HIGH demand and in short supply. perhaps he might look at starting his own business - so he could float from district to district, collecting checks from all of them. I see our local districts having to hire those types because they can't fill the jobs
