So they ADMIT the DL is a four (4) year PERFORMANCE AGREEMENT & CONTRACT! Ok... if I applied & received their driver license contract 24 months ago, agreeing at thst time to abide by all of the then regulations, speed limits, traffic signals, etc. et al & then 6 months later the state alters any or all of these regulations, changes or alters speed limits & traffic signals, etc., the state has essentially nullified the contract agreement. Furthermore, the state has a contractural obligation & duty to notify each & every driver license agreement holder on an individual basis each & every time it amends or alters existing regulations/statutes or it creates new regulations & statutes that subject to license holder to the contract scheme. I believe this is also known as "rule of law."

No one in their rite mind would agree to an open ended unconscionable contract agreement where the issuing party can alter, amend or create anew, completely new terms of contract demanding heretofore added compliance & performance without notification & amended agreement to the terms....
