Seems to me that there's some wiggle room between the statements "no cash bail" and "everyone immediately walks on their own recognizance".

Surely to God, they can't let let 3 strike+ murderers, armed robbers, car jackers and home invaders just walk. About the 10th time an armed robber walks out of the station and does it again with 24 hours but shooting someone this time, the pitch forks would be in the streets.

Stock in Americo (if it is publicly traded; I don't know) the parent company of U-Haul. Or, if you like entrepreneurial approaches, start a competing truck-rental or moving company. Or offer your services to U-Haul as a corporation, to convoy empty rigs from other places back to Ill Annoy.
