Baker Cancels National Guard Deployment To Border, Citing 'Inhumane' Treatment Of Children And Families

Governor Charlie Baker is canceling the deployment of Massachusetts National Guard troops to the border in light of recent reports about the Trump Administration’s practice of separating immigrant children from families.

“Governor Baker directed the National Guard not to send any assets or personnel to the Southwest border today because the federal government’s current actions are resulting in the inhumane treatment of children,” said Baker communications director Lizzy Guyton in a statement sent to WGBH News.

State officials announced early in June that Massachusetts National Guard troops would be deployed to the border to support in security operations. One helicopter, aircrew, and military analysts from Massachusetts were set to head to the border at the end of June.

The crew was to “provide aviation reconnaissance to offer an additional tool for observation and tracking of unlawful activity in the region,” according to the Mass National Guard.

The cancellation comes amid increased scrutiny over the Trump Administration's practice of separating children from families at the border, in some cases detaining children in makeshift facilities and, in one facility in Texas, cages. The practice has been condemned by the United Nations, a coalition of Catholic bishops, and numerous public officials, including former First Lady Laura Bush.

Previously, when asked about the Trump Administration’s practice of separation of children and families on Boston Public Radio in May, Baker said he had “ a huge problem with that.”

The deployment was a response to a proclamation signed by President Trump in April calling on National Guard troops to assist in securing the border. The request was made by invoking a statute of U.S. law known as “Title 32,” which allows governors to review requests for National Guard troops and deploy at their own determination, and troops remain under state control. (A “Title 10,” request, on the other hand, is involuntary and troops operate under federal control.)

Other governors have pushed back. Oregon Governor Kate Brown, a Democrat, said she would refuse to send troops to the border if asked, and Montana Governor Steve Bullock expressed reticence as well. Vermont Governor Phil Scott said in April that he “would not be eager” to send National Guard troops to the border, but a spokeswoman told WGBH News in a statement last week that the state had not received a specific request for assistance, and would “evaluate any such requests based on the needs and our available resources at that time.”

Democrat Jay Gonzalez, who is challenging Baker for the governor’s seat this year, also previously criticized the deployment.

"As governor, I would be a very different type of leader on this. I would be sending signals to Donald Trump that we are not supportive of his immigration approach and that we would do everything possible to stand up for the values and interests of the people of Massachusetts, and of our country," he told reporters earlier this month.

Congressman Joe Kennedy said on Boston Public Radio Monday he was not aware of the deployment, but opposed the Trump Administration’s practice of separating children from families.

“I don’t agree with this policy, I think it’s abhorrent, I think it’s immoral, I think it’s a rejection of our values,” he said. “The other side of this is we do have immigration laws, they have to be enforced.”

“I think we can try to strike the right balance here to ensure they are enforced humanely. I do draw a distinction between those who are forced to work within the system and the leaders that are creating it,” Kennedy continued.

What has traditionally been done in the past with families apprehended while crossing the border? Have we ever locked up families together? Is this something new, or the way it's always been done?


IMHO, what they need to do is immediately return them back across the border instead of arresting them and holding them in order to give them a hearing.

If they truly are fleeing unlivable conditions (read: are actually refugees) in their own nations and aren't just coming here just for economic reasons, then yes, it is like "Summer Camp" for them.

These are people who've presumably been living and sleeping outside on the ground for a long time prior to having reached the border. We give them food and shelter while processing them and it's somehow bad?

As for keeping families together, I've asked before and I'll ask again, have we EVER, under any Administration, locked up whole families together when one of their members is arrested? For any type of crime?
...and really, what is the answer here? It's not as though we are making them cross the border. If they insist on doing it, ya gotta do something in response to it. Edited to add: because if'n we don't, we'll end up with a billion of them here and any idea you had of what the usa is supposed to be will become nothing but a footnote in a history book.

Also, what about all the Americans arrested here everyday that are "separated" from their children? Imagine if your local cps was having to deal with thousands upon thousands of children each day whose parents had been arrested. As it is now, it's no where near that many and they can handle it.
...but if it were at numbers like we have with illegal immigration, they'd be warehousing the kids too. Gotta do something with them.

As for keeping them together, how would that work? We'd have a bunch of small children in an adult jail? Who's responsible when the inevitable incidents of some of the children being hurt by other adults in the jail happens?

Are we supposed to just turn a blind eye to illegal immigration if the person is carrying a child as they cross?
...and then knowingly leave them out in the desert with said children? Would that be safer than giving them 3 hots and a cot?


As for the video of crying children, I didn't hear any abuse going on. It sounded like people trying to make the best of a bad situation caused by the very people they are trying to help.

Whether done as a deterrent, or to send a message, or to force Dems to the table, it's the same kind of thinking that leads people to commit and justify massacres and genocide. The end justifies the means. Even if the means involves hurting people, permanently traumatizing kids and tearing families apart.

What would happen to any of us if we were with our child out driving in our car and during a traffic stop the officer discovered a warrant for our arrest? Would we be permitted to take our child to jail with us? Or would we be separated? Would they just leave the child on street if there were no other parent or legal guardian to take custody?

What would happen to us if we demanded that the arresting officer not separate us from our child? Would they then leave us to go on our way?


I understand that it doesn't play well on TV, but if the only guardians of the children are being arrested, what would anyone have done with the children other than attempt to provide food and safe shelter?

It would be comparable if the warrant for your arrest had been issued as a result of you jaywalking because you ran out of a burning building.
If you think about it, the tens of millions of people who have been jailed for decades for non-violent offenses have suffered a similar sort of injustice.

If you want to get technical, they should have foreseen the consequences of the "zero tolerance" policy and prepared adequately.

More importantly, however, the current crisis is revealing. It is a clear instance of one of the most fundamental, rational and legitimate natural rights (a mother's right to keep her baby) being violated in order to enforce an illegitimate right (the purported right to tell others where they may or may not live and work, outside and beyond my own private property).

Besides, the whole point is that this is not being done simply in order to "enforce all laws", which would be bad enough. This irrepairable harm may have been intentionally inflicted for the sole purpose of gaining political leverage. That is what would take it from wrong to Machiavellian.

I believe that Trump is using the kids in a gambit to get unlimited funds for his wall. He doesn't give 2 shits about anything else. He told everyone who was dumb enough to believe him that he was going to build a great big beautiful wall that Mexico would pay for. Mexico told him to get bent and now to make himself look good he's pulling basically the same thing Nazis pulled. Not good at all.

It's Machiavellian, really. Whether done as a deterrent, or to send a message, or to force Dems to the table, it's the same kind of thinking that leads people to commit and justify massacres and genocide. The end justifies the means. Even if the means involves hurting people, permanently traumatizing kids and tearing families apart.
If as Joe King said they are legitimate refugees, then the parents and kids should both be happy they are away from danger, even if separated while their claim is being processed. If they're not legitimate refugees, we should not be actively making them comfortable while they are awaiting deportation. This is so typical, a reasonable solution is always exploited, ruining it for those who it was meant for. If we didn't accomodate the abusers in the first place, this "crisis" would never have happened.

The rise of Hitler, Mao and Chavez must have been preceded by a similar kind of mindless, cultish support by previously and otherwise apparently reasonable people.
I always wondered how people could have fallen for that, now I know. Easy answers, convenient scapegoats and catchy slogans, combined with quasi-religious zealotry and sycophancy.

Of course, these little "strong men" soon run afoul of the law by trying to enforce irrational dictates, ignoring existing laws or acts and mandates of the judiciary or legislative powers. That is why, from Day 1, they court and fawn over the military, pamper them and buy their favors. That way, when some Congress or Supreme Court tries to stop them, the army sides with them. After that, nothing can be done.

The fact that these people choose to leave a country and enter another does not mean they should be any more thankful to be forcefully separated from their children than you or I would be. Whether they do so to escape political prosecution or just starvation, they are not the "abusers" in this situation.

It's in no way comparable to that. Those people are not fleeing a burning building type of scenario.
Ie: are there hoodlums chasing them right up to the border where they have no choice but to cross and run into the waiting armns of our border patrol in order to seek help? No. It's nothing of the kind. Their goal is to sneak in undetected if possible, not to come seeking help from authorities.

If you think about it, the tens of millions of people who have been jailed for decades for non-violent offenses have suffered a similar sort of injustice.

Exactly. The reason they're not happy is because they just want to be left to go on their way as if the laws don't apply to them. What I think would happen is that this nation would quickly be over run with a billion refugees and everything we've known America to be will cease to exist. That's like saying you choose to pay taxes and nobody forces you, since they don't physically twist your arm or point a gun at you.

Their goal is to find jobs, rent apartments, buy groceries and send their kids to school.

I don't think the US would cease to exist at all.

If what you propose were done without making any other changes, perhaps the welfare State would collapse. At a certain point, as soon as word spread that the freebies were gone and long before you hit a billion, people would stop trying to enter the US.

Keep in mind, the real problem is the welfare State. So long as that didn't exist, new arrivals knew they had to work their way up and there were no free lunches. What happened as a result? The greatest economic, cultural, technological and scientific expansion the world has ever seen.

You may not realize it but most people in Mexico are not trying to leave. Millions live in pretty decent conditions and many children attend better schools than most US kids endure.

Mexico is a diverse country. The "mexican way" means many different things, depending on where you go. Just like the "US way" means many things. To some people around the world, it may mean capitalism, free trade and free enterprise, while others will tell you it's all about cronyism, foreign intervention and currency hegemony, while yet others will say it's simple consumerism and complain about all the McDonald's and Starbucks in their country. When you have a partial picture of reality, you reach partial conclusions.

Demonstrators interrupted Department of Homeland Security Secretary Kristjen Nielsen's dinner at an upscale Mexican restaurant in Washington Tuesday night to express their outrage over the separation of children from their migrant parents at the U.S. southern border.

"We call on you to end family separations," a member of the Metro DC Democratic Socialists of America shouted as protesters filed in to MXDC, chanting, "Shame, shame, shame" and other slogans.

"Homeland Security Secretary Kirstjen Nielsen is in a Mexican restaurant of all places," one of the demonstrators said, according to video of the incident. "The ... gall. Shame on you."

At a White House briefing Monday, Nielsen defended the Trump administration's newly enforced "zero tolerance" policy for people trying to cross into the U.S. from Mexico without visas.

Nielsen falsely claimed that federal law requires family separation when parents, even those legally seeking asylum, are held for prosecution. And she said family separation is not a new policy.

So far this spring more than 2,300 child migrants have been separated from parents — many fleeing violence in Central America — and housed, at least temporarily, in federal and nonprofit-run childcare facilities in border states.

At least 13 Democratic lawmakers, citing the falsehoods and the execution of the "zero tolerance" policy that has torn toddlers and teenagers away from mothers and fathers, have called on Nielsen to resign.

A number of Republicans have also called on President Donald Trump to reverse the policy."So we say you can't enjoy dinner until you reunite all those families," one demonstrator at the Washington Mexican restaurant told Nielsen as two men in suits stood between the secretary's table and a half-dozen or so protesters.

"End Texas concentration camps," members of the group shouted at her.

In a statement the Democratic Socialists said that police responded and tried to detain demonstrators "to no avail."

Homeland Security spokesman Tyler Q. Houlton said in a statement that the demonstrators "share [Nielsen's] concern with our current immigration laws that have created a crisis on our southern border."

He said the secretary encourages the protesters to "reach out to members of congress and seek their support to close the terrible immigration loopholes that have made our system a mess.

"The secretary exited the restaurant shortly after the demonstrators were shooed out by police, according to the Democratic Socialists.

Tensions over illegal immigration and family separations at the border boiled over on Capitol Hill Tuesday night, as President Trump was met with profanity and heckling, blue-faced Democrats on his way to a meeting with House Republicans.

First, as President Trump's entourage made its way to House Speaker Paul Ryan's office, a congressional intern yelled, "Mr. President, F--k you!" across the Capitol Rotunda.

It was unclear whether Trump heard the remark. The incident occured after visiting hours.

Then, several members of the Congressional Hispanic Caucus (CHC) gathered outside Trump's meeting with senior Republican officials. When Trump emerged, the representatives heckled him until some were blue in the face, holding signs and screaming.

TRUMP HUDDLES WITH HOUSE GOP AS OUTRAGE OVER BORDER SEPARATIONS ESCALATES

Rep. Michelle Lujan Grisham, D-N.M., the chair of the CHC, called the separation of children from their families at the border the "worst thing" she has ever seen in her career.

"This is an unusual commander-in-chief ... it appears to me he doesn’t care about the consequences," Grisham said. "He uses incredibly offensive language to defend his policies."

Grisham defended her colleagues' decision to shout at the president and stage a dramatic protest as he left the meeting with Republican officials.

"This is a very unique set of circumstances, and it requires a unique set of extraordinary efforts," she said.

The outward hostility by members of Congress to a sitting president was highly unusual, and drew comparisons to Rep. Joe Wilson, R-S.C., who made international headlines by interrupting former President Barack Obama in 2009 and shouting, "You lie."

But Grisham told Fox News the treatment of Trump was different, because the policies at the border are particularly "inhumane."

Two congressmen -- Juan Vargas, D-Calif., and Carlos Curbelo, R-Fla. -- also engaged in a verbal altercation in the hallway outside Trump's meeting.

Then, during his discussions with House GOP members, Trump made a dismissive remark concerning Rep. Mark Sanford, R-S.C., who recently lost a key primary in a race that became a referendum on his repeated, harsh criticisms of the president.

Two sources in the meeting room told The Associated Press that Trump joked: "I want to congratulate Mark on a great race."

A senior House Republican who is a Trump supporter told Fox News that the president's comment was "unnecessary" and "poor form." Another senior GOP lawmaker called it a "low blow."

Another GOP member told Fox News the room got "pretty quiet" after the remark and some attendees booed in a low tone of voice.

Despite the brouhaha, top Republicans said there had been progress on a legislative solution to the separation of illegal immigrant children from their parents at the border.

Senate Majority Whip John Cornyn, R-Texas, told Fox News that a solution could be coming in a "matter of days."

No. Not at all.

In a lot of cases these people are not being caught trying to get in illegally. They are simply going to ports of entry and having their kids grabbed up. Really not a way to win people over.
