GOP lawmakers want Trump to stop bashing Congress

Senate Republicans want President Trump to stop taking jabs at Congress over its inability to get things done.

Trump loves to tout results and bash lawmakers when they do not move fast enough on his priorities.

Trump warned Senate Republicans through Twitter a week ago that they should get the annual spending bills passed before the August recess, a high bar for a chamber that didn't pass any regular appropriations bills in 2017. He also slammed the Senate's pace on approving nominees as "the worst in history."

A few days before that, he dinged Congress for a lack of progress on immigration reform.

"We are going to demand Congress secure the border in the upcoming CR," he tweeted, referring to a continuing resolution that would provide government funding. "Congress must act now to change our weak and ineffective immigration laws."

Trump's criticism extends to matters beyond legislation and nominees.

Earlier this month, he poked GOP lawmakers for not being more vocally critical of special counsel Robert Mueller's investigation, warning "Republicans better get tough and smart before it is too late!"

This flurry of criticism has some Republicans worried that Trump could dampen enthusiasm among the GOP base, hurting turnout for the midterm elections.

"It would be very helpful with our base if rather than suggesting we weren't doing anything, that he acknowledged what we are getting done," said Sen. Mike Rounds (R-S.D.).

Rounds said this message was communicated to Trump at a meeting on Capitol Hill this past week. "I think it was well received by the president," he said.

Republicans say Trump's complaints about lack of accomplishments in Congress, such as the failure to pass legislation to repeal and replace ObamaCare, have overshadowed accomplishments, such as passing a $1.5 trillion tax cut last year.

"When I sit down with a small group of Republicans in Tennessee, they say, 'Why don't you guys do anything?' " said Sen. Lamar Alexander (R-Tenn.).

Alexander said he has gotten so many questions and complaints about the ObamaCare failure he has printed out cards that he hands to constituents that list all the accomplishments of the 115th Congress.

They include tax reform, confirming 21 circuit court judges, opening the Arctic National Wildlife Refuge to drilling, repealing ObamaCare's individual mandate and using the Congressional Review Act to repeal 14 Obama-era federal regulations.

Sen. John Hoeven (R-N.D.) did Alexander one better and gave Trump one of those cards during his meeting with the GOP conference.

Alexander told Trump that Republicans' chances of keeping control of the Senate and House after November will depend on him rallying the base. That means touting its accomplishments, not panning it for the backlog of executive and judicial branch nominations or stalemate on immigration.

"He has the biggest megaphone and the more he talks about that, the better off we think we are," he said.

Republicans have a slim 51-49 majority in the Senate and hope to expand it as Democrats must defend 26 seats in November while Republicans have to worry about only nine.

But Democrats have hopes of seizing the majority because the president's party tends to fare badly in the first midterm election and polls show them leading Republicans by an average of 5 points on the generic ballot.

Senate Majority Leader Mitch McConnell (R-Ky.) warned on Thursday that control of the chamber is "absolutely" up for grabs.

GOP strategists think Senate Republicans are right to ask Trump to be more positive.

"One, Trump has great clout with the Republican base. Two, hammering Republicans (in Congress) undermines their central argument in the midterm election, which is, 'the president needs reinforcements — look at the great results, he needs more Republicans not Democrats,' " said Republican strategist Ford O'Connell.

Trump's approval rating has climbed in recent months.

Gallup reported it reached an 11-month high at the end of April, with 42 percent of respondents nationwide saying they liked the job he was doing.

A CNN poll released earlier this month found his job approval rating at 41 percent, with 53 percent disapproving.

While more people disapprove than approve of Trump's job performance, he's doing significantly better in the public's opinion than Congress.

A Gallup poll conducted earlier this month showed Congress with a 17 percent job approval rating.

Strategists say Trump will be key to turning out Republican voters in November.

"The megaphone that President Trump has to fire up the base and get them to vote on election day is crucial for Republicans to win," said Ron Bonjean, a strategist and former Senate GOP leadership aide.

He noted that Republicans held onto the Senate majority in 2016, despite predictions that Democrats would win back control, because of Trump's ability to motivate voters.

Senate GOP candidates hung on to win in Pennsylvania, North Carolina and Wisconsin thanks in part to Trump's victory in states where Hillary Clinton was expected to prevail.

Bonjean said Republicans "were activated during the presidential election and it's just as important to get them motivated to support members of Congress" in the midterm.

Bill Black: Trump Admin Halts Investigation of For-Profit Colleges

In this Real News Network interview, white-collar criminologist and associate professor of economics and law at the University of Missouri, Kansas City, Bill Black discusses Education Secretary Betsy DeVos’s decision to stop investigating for-profit colleges and educational institutions for fraudulent practices.


GREGORY WILPERT: It’s The Real News Network. I’m Greg Wilpert, coming to you from Quito, Ecuador. The U.S. Department of Education, under the leadership of Education Secretary Betsy DeVos, is halting investigations into fraudulent practices of for-profit colleges, according to a report that the New York Times released last Sunday. The Obama administration’s Education Department had placed a special team in charge of investigating false advertising, deceptive recruitment practices, and false job placement claims at for-profit colleges. One of the most prominent investigations was the DeVry Education Group, recently renamed Adtalem Global Education, which is one of the largest for-profit educational companies in the world, with nearly two billion dollars in annual revenues.

Joining me to analyze the consequences of abandoning these investigations into for-profit colleges is Bill Black. Bill is a white-collar criminologist, former financial regulator, and associate professor of economics and law at the University of Missouri, Kansas City. He’s also the author of the book, The Best Way to Rob a Bank Is to Own One. Thanks for joining us again, Bill.

BILL BLACK: Thank you.

GREGORY WILPERT: So, one interesting aspect of the story is that Education Secretary, Betsy DeVos, hired several people from for-profit education institutions to work in the Department of Education. These include Robert Eitel, her senior counselor, Diane Auer Jones, a senior advisor on post-secondary education, and Carlos Muñiz, as the department’s general counsel. What’s going on here? Shouldn’t these appointments be considered conflict of interest and ring all kinds of ethics bills?

BILL BLACK: So first, ten seconds of personal privilege to welcome into the world, three hours ago, Heidi Weaver, our new granddaughter. Second, I made the easiest prediction of my life, after Trump was elected, that Warren Harding and Ulysses Grant could rest easy in the history books because there would no longer be a debate about the most corrupt administration in U.S. history. It would clearly be the Trump administration. There’s been a lot of focus on Scott Pruitt over at the EPA, in terms of corruption. But Betsy DeVos is giving him a consistent run for the money, just more under the radar.

So, here’s the background. First, out of the great financial crisis of 2008, one of the extraordinary things was that the most devastated people, in terms of loss of wealth, were not folks without college degrees, but actually folks with college degrees, who were either Latinx or Black. If you were Latinx, your average loss of wealth during the financial crisis, if you had a college degree, was nearly eighty percent. And it was roughly sixty percent if you were Black. That reversed the pattern for whites, where if you had a college degree, your percentage loss of wealth was lower than whites who had no college degree.

Now, part of that, of course, is the mortgage markets- being put into predatory mortgages at the worst possible time, at the peak of the bubble. But another thing, major thing, in terms of Blacks and Latinos, is that they are- disproportionately, they go to for-profit universities. And for-profit universities, characteristically- and this isn’t just recently, this goes back to World War II era, just after World War II when for-profit colleges first became a substantial deal.

And here’s the triple-whammy you get. One, they are much more expensive than regular universities. Two, you get a- statistically, a much, much worse education. That means your prospects in terms of jobs are far worse. And third, you’re left in massive debt because of the combination of the first two things. So that, instead of being the route to success, it is, as those overall statistics I cited, been an enormously good way of losing extraordinary amount of wealth between the mortgage markets and these for-profit universities.

So, long before the Obama administration came in, people have been writing about the really high incidents of fraud in these for-profit universities. The GAO actually sent undercover investigators that pretended to be people applying for college, which is, of course, really easy to send in testers of that kind. In every single case- so, I think they send them into the eight largest. In every single case, the supposed student was induced to do something that would be a false representation, which is to say, a crime.

In three of the eight cases, at least, the college counselor for the for-profit university consciously, expressly told them to lie and how to lie. Subsequent investigations under the Obama administration have documented the widespread layers of fraud, and for-profit universities have finally begun to experience what they should, which is that it’s very difficult- it’s more difficult to con people, and the government was finally cracking down. And that was- the problem was finally being reduced, and indeed there was some remedy at the federal level.

Because, after all, these are students had been induced by fraud to get into situations where they were literally driven bankrupt by the combination of expenses, debts, and limited increased employment prospects. And as viewers will, I hope, remember, the Republicans changed the bankruptcy laws so that student debt is not dischargeable in bankruptcy. So this, you know, is a cloud that stays over your entire life if it forces you into bankruptcy, from which you make never economically recover.

So, finally there was some recognition at the federal level that it was completely inappropriate to allow these entities to drive you bankrupt through what had been fraudulent misrepresentations to the students. And all for-profit universities live- I mean, and I mean almost totally live on federal grants to the students for education. Without those federal grants, no major chain of for-profit universities could exist. So, we’re really subsidizing all of these fraudulent entities through federal grants. And you would think an administration that A, promised to drain the swamp, and B, to stop these kind of rip-offs of the public sector, would crack down. But of course, none of us is surprised at this point to learn that it’s exactly the opposite.

The metaphor usually used is that DeVos has put the fox in charge of the chicken coop. But it’s really more- the way these for-profit universities operate, it’s more like you would put the vampires in charge of the blood bank, because they are basically sopping up the lifeblood of middle and working-class, and even poor people, through this device of the for-profit fraudulent rip-offs. And Betsy DeVos is now ensuring that the vampires can do this with absolute impunity from the laws.

GREGORY WILPERT: Now, Bill. The New Jersey attorney general complained on Thursday that the Department of Education is halting these investigations into for-profit educational institutions and is not even sharing information with states. So, I’m just wondering- maybe we could into a little bit of detail as to what kinds of shady practices these for-profit colleges are known for. And why is it so important to have the U.S. Department of Education investigate these practices, instead of having individual states in which they operate do these investigations and prosecutions?

BILL BLACK: So, I’ll take the last question first, because it’s the easiest. Only at the federal level can you shut down these fraudulent operations through a single action where they operate, which is typical, these chains of for-profit schools often operate in many states, sometimes all fifty states. Education also has, the Department of Education, all of the key data, because they go at the federal level, and they can and should share that with federal- sorry, state regulators and prosecutors.

And what we’re seeing is, again, akin to the 2008 financial crisis, where the Office of the Comptroller of the Currency and the Office of Thrift Supervision deliberately, and I mean that absolutely, deliberately- there’s no if ands or buts, sought to prevent effective regulation and enforcement, and even prosecutions, by state authorities. And we all know how disastrously that ended up.

As to the kinds of frauds, they are myriad. So, one, you are frequently taught, as an applicant, to file false financial information, with the idea of maximizing the federal scholarship. Two, the institutions do not deliver the promised education. They make all kinds of promises. As almost everybody in the United States knows, these for-profit schools are major advertisers, and it’s a bad sign. It’s usually on cable television after 11:00 PM, when a very high percentage of the ads are frauds. And these promise transformations, and they talk about the graduation rates, they talk about what kind of salary increase that you can expect. And there have now been hundreds of successful lawsuits against these, demonstrating in great detail- but only if you have the data, and hence DeVos’ action- that none of these promises come close to being met.

So, for example, they would talk about characteristic increases in your income after you get a degree of fifty, sixty thousand dollars. And they knew that A, the typical person entering these doesn’t complete the program, because A, they discover the program is so bad, but B, they frequently discover that they, in fact, don’t have the abilities in those particular programs. And the educational institution isn’t there to help and succeed. It is there solely to take money from them.

So, it’s the combination of types of frauds that, again, leave you- most typically, when you come out of these universities with no significant increase in your ability to get employed, and certainly no substantial salary increase- but again, most of the folks don’t even get the flaky degree and end up simply in debt and, not infrequently, in bankruptcy type situations.

How the Trump family sold U.S. foreign policy to the highest bidder | Will Bunch

Today marks the 16-month anniversary of Donald Trump becoming the 45th president of the United States, and nowhere has our unlikeliest commander-in-chief placed a greater stamp on America’s place in the world than his dramatic — and sometimes arbitrary and capricious, or so it seems — shifts in foreign policy. None of these seismic changes seemed more baffling than last spring’s abrupt sellout of the Persian Gulf state of Qatar — a longtime ally where the U.S. Air Force Central Command and its 10,000 American troops are now based.

But suddenly, like the remarkable mid-speech policy reversal that occurs in George Orwell’s 1984, we were, in a sense, at war with Qatar. We had always been at war with Qatar.

Trump stunned his own foreign policy team — including then-Secretary of State Rex Tillerson and Defense Secretary James Mattis — when he tweeted that Qatar is a sponsor of terrorism and seemingly endorsed an economic and political blockage of the tiny, oil-rich nation organized and led by two powerful neighbors, Saudi Arabia and the United Arab Emirates, or UAE.

How to make sense of a 180-degree shift in policy that seemed so counter to U.S. interests in the region? A few months later, people who suspect the worst about Trump and his minions learned a possible motive that was almost too cynical to comprehend. Not long before Team Trump switched gears on Qatar, key officials from the emirate had met with Charles Kushner — father of Trump’s son-in-law and senior adviser, Jared, who’s in charge of Trump’s Middle East portfolio — to discuss a massive Qatar-funded bailout of 666 Fifth Ave., the debt-laden Manhattan skyscraper that was threatening to sink the Kushner family real estate empire. But the Qataris rejected the deal — just weeks before the policy about-face. Whatever actually happened, the appearance was simply awful.

It also seems not to have been the full story. This weekend, the New York Times published a stunning report about a plan floated by a longtime emissary for the Saudis and the UAE in early August 2016, when Trump had just grabbed the GOP nomination but faced an uphill campaign against Hillary Clinton. Donald Trump Jr., aide Stephen Miller and Erik Prince, founder of the notorious mercenary outfit once know as Blackwater, listened intently as the emissary offered Team Trump millions of dollars in assistance, including a covert social-media campaign, to help Trump win that would be run by a former Israeli spy who specializes in psychological warfare, or psywar.

“The emissary, George Nader, told Donald Trump Jr. that the princes who led Saudi Arabia and the United Arab Emirates were eager to help his father win election as president,” the Times reported. Some key elements — exactly who was behind the plan, and what parts, if any, were carried out — remain murky.

But like a lot of Trump scandals, the smoke from any alleged fire was clearly visible. Nader became a Trump ally who met frequently with key players like then-national security adviser (and future felon) Michael Flynn. He also, according to the Times, later made a large payment to the ex-spy Joel Zamel, as much as $2 million. After Trump was elected, Erik Prince attended a then-secret meeting in the Seychelles believed to have been brokered by UAE to cement ties with Vladimir Putin’s Russia. After Trump became president, American foreign policy has been almost unwaveringly consistent in fighting for the foreign policy goals of nations believed to have supported his 2016 election: Russia, Saudi Arabia, and the UAE — most notably with Trump’s rejection of the Iran nuclear deal that is seriously destabilizing the Middle East. These dealings increasingly appear to have benefited the Trumps and Kushners not just politically but financially — even as they are not helpful, and even counterproductive at times, to the American people whom Trump was allegedly elected to represent.

The Times scoop on Trump’s dealings with the Saudis and UAE is the puzzle piece that finally brings the big picture into focus. As Trump’s unlikely 2016 campaign drew closer to the White House, it triggered a mad dash to sell American foreign policy to the highest bidder — and some of the world’s worst autocrats stepped up to the plate. What happened next is arguably tantamount to treason. What is beginning to take shape is the outlines of a scandal that threatens to be worse than Watergate on a massive scale, that would make Richard Nixon’s crimes truly seem like “a third-rate burglary” in comparison.

A shadowy network of computer hackers in Eastern Europe and experts in psywar techniques used illegal methods — including voter suppression aimed at African Americans — to essentially steal a U.S. presidential election decided by a mere 100,000 or so votes in a few key states. Meanwhile, the foreign countries that backed this enterprise and their billionaire allies also found myriad ways to financially support America’s new ruling junta — dangling real estate deals, hiring Trump allies, booking big parties at Trump hotels, giving millions to Trump’s inauguration that no one can now account for — in ways that have built a bonfire out of the Emoluments Clause of the U.S. Constitution.

And here’s the worst part: The sudden trashing of long-standing American policy objectives — like the Iran deal or delaying any move of the U.S. Embassy to Jerusalem until a true Israel-Palestinian peace deal — risks war on large scale. People could die in the name of keeping 666 Fifth Ave. and the Trump Organization afloat. Arguably, some already are.

The scope of the Trump-Kushner foreign policy auction is so vast that it would take a whole book to cover, and indeed several have been written. But it helps to break down the outlines of a conspiracy into three simple components. In each of these areas, the accumulating evidence has grown from a whisper to a scream over the last two years.

Part 1: The Art of the Steal: With the GOP nominee behind in the polls for much of 2016, Team Trump seemed willing to listen to offers of help from any and all comers, morality or election laws notwithstanding. In June 2016, having secured the nomination, Don Jr. gladly convened a Trump Tower confab with Russians who claimed to have dirt on Clinton. It didn’t produce any overt deal on collusion because it didn’t need to. Just days after Team Putin learned that Trump’s people were open to help and wouldn’t rat them out to the FBI, the flow of illegally hacked Democratic documents — the 21st-century version of breaking-and-entering at the Watergate — began.

Now we know that Nader, on behalf of Saudi and UAE princes, came to Trump Tower about six weeks later with a similar deal. We don’t know to what extent, if any, that the Israeli ex-spy Zamel’s firm called Psy-Group — whose motto is “shape reality” — helped Trump. But it’s well known that Cambridge Analytica, owned by American hedge-fund billionaires Robert and Rebekah Mercer, was paid by the Trump campaign to do the same kind of psywar work. Just this week, whistleblower Christopher Wylie told a congressional committee that CA ran a voter-suppression effort aimed at convincing blacks to stay home on Nov. 8, 2016 — updating Selma for the digital age. Trump’s subsequent victory may have been the greatest moment of “shap(ing) reality” in world history.


Part 2: Cashing in the Chips. Winning the presidency should have been its own reward, but that’s not how the childish Gambinos now in charge of a global superpower conduct their family business. As noted above, Russian oligarchs tied to Putin funneled millions to the Trump inauguration and one firm backed by a pro-Putin billionaire hired the president’s personal lawyer and “fixer” Michael Cohen, who was peddling his access to Trump all around Washington. You also have the curious activities of Nader (a peach of a fellow who’s been convicted of both child porn and child sex-abuse charges in the past), who helped a key Trump fund-raiser, Elliott Broidy, win $200 million in UAE private security contracts. If Broidy’s name sounds familiar, he’s the guy who also funneled $1.6 million through fixer Cohen to win the silence of a possibly impregnated Playboy model. Broidy said he had an affair with the woman. Some speculate a different scenario. Whether wheeler-dealers like the Nader-linked, UAE-funded Broidy were backing high-ranking people in the same fashion that Cohen paid off Trump mistress Stormy Daniels should be fertile ground for special counsel Robert Mueller.

As long as Trump and Jared Kushner continue to hold onto their business holdings while leading U.S. foreign policy, this cloud will remain. Did Trump voice support last week for ending American sanctions on the Chinese telecom company ZTE Corp. because it would benefit their U.S. subcontractors, or because a Chinese fund is investing $500 million in an Indonesia theme park that should dramatically boost the value of a related Trump Organization development? Then there’s the matter of Qatar, because in recent months it has become clear that the Gulf state is again in the Trump administration’s good graces, and the strategic alliance has been renewed as if last spring’s blowup never happened. Is that because it’s a more sensible policy — or is it because a firm called Brookfield Asset Management that is backed heavily by Qatari funds is near a deal to bail out Kushner’s 666 Fifth Ave? Is it any wonder that so many longtime key allies of the United States wonder if they can trust Trump’s America?

Part 3:The Big Payback. It’s impossible to dispute that these countries that made offers to help Trump win the election have continuously benefited in terms of policy — beginning as early as the summer of 2016, when Trump allies changed the GOP election platform to take a less confrontational stance toward Russia in its conflict with Ukraine. The determination not to impose new sanctions on Russia or, under great pressure, to announce largely toothless penalties — despite the clear-cut evidence that Russia meddled in our election — has been a continual storyline of the Trump presidency.

The revelations about possible Saudi and UAE meddling take things to a much higher level. The Trump administration has walked in lock-step with the Saudis and their dynamic, de facto leader Prince Mohammad bin Salman (“MBS”), supporting the young prince’s so-called reform agenda that’s involved jailing and abusing his enemies as well as advocates for women’s rights, 2017’s move on Qatar, and his brutal military campaign in Yemen, which has caused massive civilian casualties. People are dying because of policy decisions that are tainted by Trump corruption, and it may be getting worse. The anti-Iran agenda of the Saudis, UAE and Israel (which has close personal and business ties with Kushner) has hovered over Trump’s killing of the Iran nuclear deal, which not only makes it more likely that Iran will get the bomb more quickly but has dramatically ratcheted up tensions in the powder keg region.

It never should have gotten to this point. The political pundits are still busy debating whether Trump impeachment is a good fall political strategy for the Democrats or a losing hand. But things have already moved way beyond that. If we’re at the point where we can tolerate soliciting foreign governments for help in a presidential election, using stolen data, reality-bending psychological warfare and voter suppression of blacks to win, a president and his son-in-law senior adviser profiting from deals while sitting in the White House, slush funds to pay off mistresses and God knows what else, and then making life-or-death decisions based on all of these utterly corrupt things, then the United States is not a country anymore. How much worse does the worst political scandal in American history have to get before the people who actually can do something wake up and do something?
