Police say there’ll be no tolerance for traffic disruptions this Labor Day – a preemptive warning to organizers planning to shut down portions of the Kennedy Expressway as a protest against Chicago Mayor Rahm Emanuel, and a possible attempt to assuage worried travelers that they’ll have trouble getting to O’Hare Airport on a holiday.
“Traffic will be uninterrupted,” Illinois State Police Commander David Byrd said at a Friday press conference. “We’re prepared for all contingencies. So arrest contingencies are in place … but that’s not our goal. Our goal is not to make an arrest, but we’re prepared for all purposes, all contingencies.”
Byrd says he’d had a “great conversation” with protest organizer the Rev. Gregory Livingston, and presented Livingston with options.
Byrd declined to elaborate on those options, save for one. “One option is not walking on the expressway,” he said.
Livingston and his Coalition for a New Chicago plan to begin their #OHareSHUTDOWN with a staging at the Cumberland Avenue entrance ramp at 11:30 a.m. Monday. At noon they plan to march onto the Kennedy Expressway toward River Road. Livingston said Friday he hopes to have enough people to stretch across all lanes of traffic and to block the River Road ramp.

“We’re not asking for permission. This is an act of civil disobedience in the spirit of Martin Luther King Jr. and Mahatma Gandhi,” Livingston said. “This goes at a major center of commerce. O’Hare Field is not just travelers. It’s cargo, it’s workers, it’s contractors, it’s airlines. Entities, we believe, have Mayor Emanuel’s ear. We want his ear so we can get some action done.”
In addition to calling for Emanuel’s resignation, the group’s demands for more investment on the South and West Sides of Chicago, additional funding of black-led anti-violence initiatives, community involvement in the city’s negotiation of a new contract with the Fraternal Order of Police and a statute that guarantees African-Americans make up 20-percent of the workforce on construction projects.
Livingston said Emanuel’s Black Community Liaison Vance Henry reached out to him earlier this week, but that he declined. Livingston wants a face-to-face meeting with the mayor himself, and Emanuel campaign donor and advisor Michael Sacks, the CEO of Grosvenor Capital Management.
“(Vance)’s not a decision-maker. People are literally dying. Blood is flowing. We don’t need to talk to an intermediary. We’re citizens. The mayor can talk to us,” Livingston said.
Monday’s march will be the third time activists this summer have attempted to get attention by bringing traffic to a standstill. Thousands led by the Rev. Michael Pfleger shut down the inbound Dan Ryan in early July. In early August, Livingston and Violence Interrupters CEO Tio Hardiman led a smaller group of activists in shutting down lanes in both directions of Lake Shore Drive near Wrigley Field during rush hour as a way to “redistribute the pain” of violence that primarily takes its toll on minority residents of the South and West Sides.

Livington’s already watching for a double standard. “We did say to (local and state police): ‘Whatever you allowed a white Catholic priest do, we hope you would extend the same courtesy to a black Baptist preacher,’” he said.
Chicago Police Superintendent Eddie Johnson on Friday said that while he supports anti-violence efforts, “those are illegal things, illegal activities that they want to partake in. Let’s not forget that shutting down expressways is illegal,” Johnson said. “Okay? So that’s number one. You start talking about shutting down operations at O’Hare Airport, now we going to federal issues in terms of doing that. Those things are illegal.”

Botched Cook County Property Tax Relief Backfires On Working Class, Minorities

This one was so easy to see coming we can only say, “Duh,” instead of our usual “Told you so.”
Last year, Chicago lawmakers wanted a way to soften the blow of the city’s recent property tax increases, or at least make it look softer. Singling out the city wasn’t workable, so they got Springfield to pass increases in the homeowners and senior exemptions for all of Cook County.
The Chicago Tribune last week detailed the actual results. The broadened exemptions merely shifted the tax burden to to other properties. Many properties were taken off the tax rolls entirely, leaving the remainder to pay the bills. The levy — total taxes raised — didn’t drop. The consequence has been a “perfect storm,” the Tribune says, for many communities already in a property tax catastrophe.
We weren’t the only ones who saw that coming. The Daily Herald and Illinois News Network, among others, wrote about it. We said it was a wonderful illustration of rampant idiocy in the Illinois General Assembly.
The actual effect of the stunt has been particularly pronounced in Chicago’s south suburbs, which are largely working class and African-American. The map of Cook County below is from the Tribune article. Communities shown in red lost more than 5% of their equalized assessed value, which is basically their property tax base.

Their situation was already beyond impossible. We wrote here three years ago about its average property tax rates in the south suburbs — which then already exceeded 5% — robbing hundreds of thousands of families of their home equity.
For commercial properties it’s even worse — far beyond absurd. Commercial rates in Cook County generally are 2.5X the residential rates. In some south suburbs, as the Tribune reported, commercial property owners end up paying the same amount in taxes over seven years as they did for the property itself.
The Tribune profiled one business owner, Tony Sanchez, who owns a paving company. “The Markham property he’s owned for decades has an assessed value of about $511,000. This year, his tax bill topped $86,000 — more than three times as much as he would be paying for a Chicago business property worth the same amount.”
The anointed champions of Illinois’ working class and minorities are anything but.

CHICAGO — It was a chance encounter between two acquaintances in a Menards parking lot, but enough for a 2-year-old dispute over $700 to boil over into gunfire.

Now Antonio Macedo is facing charges of attempted first-degree murder. That makes him just the second person arrested and charged so far with firing a gun during an August weekend that saw 75 people shot.

At least 12 people were killed and 63 others were wounded — the most violent weekend in the city in at least two years. More than 30 were shot in just six attacks as gunmen targeted large groups at a block party and other outdoor gatherings.

The Tribune is examining that first weekend of August, hoping to shed light on the challenges authorities face in solving crime, as well as the impact unsolved shootings may have on the city's ongoing cycle of violence. Tribune reporters have logged every shooting from that weekend and are continuing to compare those records with ones the city maintains of both incidents and arrests.

What little progress detectives have made has come from unusual breaks, illustrating how hard much of Chicago's violent crime has been to solve. The department's crime-solving rate — known as the clearance rate — for homicides was about 17 percent last year. For shootings that were not fatal, the rate was even more dismal.

The longer the other cases go without an arrest, the tougher it will be to solve them. Experts in law enforcement say the first 48 to 72 hours are when the most progress is usually made. It has been five weeks since August started so explosively.

As detailed by the Tribune last month, police relied heavily on technology to file the first charges against a shooting suspect from the weekend. Cameras not only captured the shooting aftermath, but they also tracked the suspect's car until officers spotted it and took someone into custody.

Macedo was charged thanks to something that can be almost as rare: a victim who cooperates.

Guillermo Botello, 62, says he gave police a statement and identified Macedo as his attacker. Macedo made a confession and was charged, according to the Cook County state's attorney's office.

But the cooperation came in a conflict that is not typical of the gun violence police are struggling to solve. Both the victim and the suspect are older than most shooting victims in the city. And the attack was over a personal dispute involving money.

This was not street retaliation, the kind of violence engulfing thousands of men in hundreds of gangs who are perpetually settling scores over everything from drug territory to insults, both real and imagined.

'I had to show police who it was'

Botello sat in his West Side home surrounded by framed pictures, including a portrait of his son who served in the military. A fan blew cool air through the living room.

The 62-year-old, tall and slender, wore a U.S. Army cap to cover his long, bushy gray hair. He told the Tribune he and Macedo were acquaintances and, in the last few years, he had done some handiwork at Macedo's home. After the job was done, Botello said Macedo owed him $700 but never paid up.

About 10 months later, Botello bumped into Macedo and asked him about the money. Botello said Macedo got angry and didn't pay him.

On Aug. 5, Botello said he was heading to a Menards near North and Kostner avenues in West Humboldt Park when he encountered Macedo — an account confirmed in court documents. He said the two passed while driving in opposite directions. Macedo made a U-turn and followed Botello.

Botello went to park his car outside the Menards, and Macedo drove next to him. "He looked at me with a gun and he shot me," Botello said.

Botello was wounded in the arm and grazed in the head. He was taken to Mount Sinai Hospital and released after a few hours.

Botello said he spoke with police at the hospital and again in his home. "I felt good. I had to show police who it was."

When asked about his decision to cooperate, Botello expressed surprise at the question. "Why you ask me that?" he said. "People don't do that?"

Macedo was arrested in the South Loop on Aug. 22, 17 days after the shooting, by officers with the Police Department's Fugitive Apprehension Section, according to a police report.

A hurdle for detectives

Chicago's clearance rate for nonfatal shootings has dropped from an already-low 11 percent in 2010 to just 5 percent in 2016, according to an analysis by the University of Chicago. Police have singled out a lack of cooperation from the community as a key reason why they don't solve more cases.

Deputy Chief Brendan Deenihan said cooperation from victims is particularly crucial in solving retaliatory street shootings: If a victim won't talk, how can detectives charge a shooter? In recent years, clearance rates have dropped as crime has spiked in areas of gang conflicts.

The August weekend violence reflects this struggle: In addition to the charges that have been filed, the department reports progress on just three other cases:

—A woman has been charged with having two handguns in a car outside Mount Sinai Hospital. The guns were seized after the 26-year-old woman drove a victim to the hospital from a shooting in the 2600 block of West 12th Place. The shooting has not been solved.

—An arrest warrant has been issued in an Aug. 3 shooting on the South Side. It was drawn up after someone provided a description to officers, a department spokesman said. Gun evidence also was recovered and tested.

—The only development so far in the 12 homicides is an investigative alert issued in one of the attacks. The alert includes a description of a person police want to interview.

Even in one of the cases in which charges were filed, police were limited because the victim would not help.

Rick Franklin, 27, was arrested within an hour of being caught on camera shooting someone on Aug. 4 at Pulaski Road and Madison Street, police said. Officers also recovered a gun. But Franklin escaped a more serious charge, like aggravated battery with a firearm or attempted murder, because the 26-year-old victim would not cooperate.

"This is the best case we can possibly talk about," Deenihan told the Tribune last month. "We saw the car fleeing. We got him on video. We got the gun. But you can't charge anybody with a shooting when the victim doesn't cooperate."

The charges against Macedo were more serious because Botello gave a statement. Macedo was charged with attempted murder and aggravated battery with a firearm and ordered held without bail.

Chicago police spokesman Anthony Guglielmi said the attempted murder charges would not have been filed without Botello's help.

The state's attorney's office declined to discuss details on both Franklin's and Macedo's cases.

Robert Loeb, a criminal defense lawyer and former Cook County prosecutor, said people not only distrust police, but they also fear retaliation on the street. In some neighborhoods torn by gang violence, some don't want to be seen talking to the police.

Changes in Chicago's gang structure can make it harder to stay anonymous, he suggested. Large street gangs have dissolved into small factions — often referred to as "cliques" — and members generally know everyone who lives on the block.

"That dissuades people from getting involved," Loeb said. "It's become more difficult to anonymously help the police because the gangs are so much more localized."

One solution is to put witnesses before a grand jury during the early stages of the case to lock in their statements under oath, Loeb said. That way, if witnesses later recant their testimony during a trial, prosecutors can rely on those statements.

That tactic was used in last month's trial of two men for the 2013 slaying of 15-year-old Hadiya Pendleton. Taking the stand, three friends of the accused backed off lengthy statements they had given at the grand jury. In response, prosecutors entered into the record lengthy excerpts from their grand jury testimony and signed statements to authorities.

Prosecutors also called to the stand former prosecutors who years ago had brought the three friends of the accused before the grand jury. Micheail Ward and Kenneth Williams were convicted.

Denied bail

Last Friday, at the courthouse at Grand and Central avenues, Macedo walked into Judge Donald Panarese Jr.'s sparsely attended courtroom dressed in tan jail scrubs, his hands behind his back. Two sheriff's deputies stood behind him. He said nothing.

Macedo's lawyer argued for Panarese to set bail for his client, a father of four. Prosecutors detailed the shooting and informed the judge that Macedo had given authorities a confession. The judge refused to release him from jail and set another court hearing for Sept. 17.

Franklin, meanwhile, was recently indicted on aggravated unlawful use of a weapon charges. He also remains at Cook County Jail pending the outcome of the case.

EVERYONE who votes thataway (or did not vote at all) totally deserve to be taxed into penury.

It just ain't even cheatin'-fair for black folks -- the criminal General Assembly of Illinois has a preponderance of blacks, but they are POLITICALLY deaf to what they are doing to their own.

I cannot grasp how pissed I would be if I had to live there.

The Abandoned Black Lives of Chicago

The headlines related to race over the last month are fixed on statues – but the real racial issues facing America include the abandoned Blacks of Chicago. Almost every day we read of murders. The sad thing is that very little has changed since I left Chicago 35 years ago.

Recently, Adriana Diaz of CBSN filed a report called the “Guns of Chicago.” It shed light on the issue of violence in Chicago and caused me to remember my life experiences with the violence in Chicago.

I was born at Cook County Hospital. I was raised by my mom, a single parent (Janet White). The deck was already stacked against me growing up on the south side of Chicago. I saw numerous shootings and lost two friends to street violence before I was sixteen years old. I escaped Chicago at seventeen by joining the United States Air Force.

I can recall telling my mother, “I would rather be paid to get shot at than to get shot at for free.” So, l left Chicago in November of 1982. After seeing the CBSN report, it seems like very little has changed. Young Blacks are still being murdered daily.

There is a system at play, particularly on the south side of Chicago. It is a system that has endured since I walked those same streets and walked passed abandoned buildings. Now I realize it isn’t just abandoned buildings on the south side, it’s filled with abandoned people too.

I watched and listened to the young people in the CBSN report. It is obvious that they are growing up knowing nothing but violence and living a lifestyle that could make a Spartan faint. They see their broken mindset reinforced everyday by the countless shootings and murders and an endless assault on their senses by the blare of sirens from the first responders all around them.
I can only imagine who I might be if I had remained in Chicago any longer than I did. I would most likely be dead. So many of my family and friends have never left Chicago. Conformity is essential to survival and given the environment these young people are provided with, it sustains a culture of “Kill or be Killed.” It is facilitated by those who have the power to make a change, but as I said earlier, it doesn’t seem like anything has changed.
When I left Chicago, I was whisked away to San Antonio, Texas to Lackland AFB, where I entered the Air Force and Basic Training. It was more like re-education. While I was but a lowly recruit, an “Airman Basic,” I felt much safer than I ever had.

The longer I stayed away from the battlefield of Chicago, even when I was learning the low crawl to dodge possible enemy fire in boot camp, the more I began to see it was possible to be anything I wanted. That there is more to life than just Chicago. The stress and rigors of training were welcomed as opposed to the stress and rigors of just making it home from school alive.

So, exactly how is all of that possible?

How is it that such a cauldron of death could persist for so many years without the attention or needed action from the city, state, and national leaders? How can Black celebrities decry the conditions of Black’s due to perceived racism and not use their celebrity to bring attention to this crime against humanity?

Why are we worried about statues but not lives?

It’s like a raging fire that is allowed to burn and the occasional fire crew responds only to keep it from spreading to other areas.
We are asked to care more about Syria than Cicero Ave. – more about Honduras than Halsted Ave. The current Mayor of Chicago adds insult to injury by supporting an idea that Chicago become a “Sanctuary City.”

Where was my sanctuary city when I was almost beat to death because I would not join a gang? Where is their “Sanctuary City” now for our children so they can put down the guns and be shown that there is so much more to life?

With so much blood and death soaked into the very walls in the inner city, it will take a national effort to begin to heal the Americans trapped in the war zone that is Chicago aka Chiraq.

Former President Obama reasoned with Cuba that, “the tactics of the old days weren’t working so it was time to do something new.” Looking at the condition of Chicago, under long rule of the Democrat party, it’s time to do something new – for the sake of our children.

No one shot in Chicago in 22-hour span

CHICAGO (Sun-Times Media Wire) - Two people were wounded in shootings within 24 hours Friday as colder temperatures moved through Chicago. In a 22-hour span, between 12:30 a.m. and 11 p.m., no one was wounded by gunfire.

The last shooting Friday wounded a 39-year-old man who was walking underneath the Green Line tracks near the CTA’s Laramie L stop in the West Side Austin neighborhood.

He heard gunfire at 11 p.m. and realized a bullet grazed his right leg, according to Chicago police. He walked into West Suburban Hospital in Oak Park and was in good condition.

Before dawn Friday, a 54-year-old man was shot during an attempted robbery in the Lawndale neighborhood on the West Side.
About 12:25 a.m., the man was walking in the 3800 block of West Fillmore Street when he was approached by a gunman who announced a robbery, according to police.

A little baby girl is born. Her mommy (15) did not even know the daddy's name.
