I DO NOT have a PayPal Account but I had made some purchases where I used PayPal to send funds for a purchase instead of putting the purchase on a C.C.
I got called by my Credit Union, Yeah their real number. I was asked if I had recently bought anything using my PayPal Account. I thought that was funny as I do NOT have a PayPal Account.
A Debit of $115.99 had come into my checking account and they wanted to verify I had made a purchase via PayPal using my debit card.
I had not.
The officer I was talking too said they had several transaction come in this week with the exact same amount to debit, and they believed it to be a fraud case.
She gave me contact information for PayPal and told me to stop the transaction.
PayPal was very polite and courteous and started my funds return while on the phone.

CHECK YOUR TRANSACTIONS
with PayPal. If this phone number -(402) 935-7733- ( and may appear without dashes or dots) appears in any of your transactions you may want to research the incident and get with PayPal.

Thanks for the heads up. I'll keep a look out. I get a text every time a transaction occurs on both debit and credit cards. Great feature!

BTW I would never use a debit card on the interwebs. Much too dangerous.
My normal practice is to use paypal, and the funding source a credit card.
Kind of double protection.

In the purchase that you did make, what was the source of your funds? Your Credit union checking account?

I am eliminating Credit Card Debt and was making purchases using the debit card as a credit card - NO MORE !!!

I didn't know you could use paypal to buy without an account.

There are merchants that use PayPal as a financial arm. The Football Booster's Club here had keep Merchandise Sales funds in their PayPal account and had forgot to list it as income on the Treasurer's Report. The boosters were pleading poverty when the Cloth Committee spoke up and said they had $6k to report.
Needles to say the Treasurer was shocked.

I use a prepaid debit card and only put a very limited amount on the card at any one time. Enough to pay insurance and netflix every month.

My C.U. informed me they had just started the same plan, and asked me if I wanted to participate in it. I told her "YES".

WTF?? You spoke to an actual human being at Paypal that spoke coherent English?? How did you pull that off??

After I heard the Computer Voice tell me there was "No Information to Report", and I was looking at my printout of MY checking account transactions. I could tell it was about to disconnect my call I said " Customer Service". "One moment please" was the response.
I was then told "all representatives were busy. If wished I could press "1" and hang up without losing my place in line ( about 12 -15 minutes was the back-up according to Computer voice). I pressed "1" and the voice said "you can expect a call back shortly".
AND I did get a callback and a human to talk too.

I also found that amazing.

The return address looks like it is from CHINA.
BUT
The phone number attached is from India.

ANY IDEAS on how to pursue this ?
I don't need or want another attack on my finances.

OK, I'm going with purchasing your name as a doing business as name aka commercial and just mire them down in statute commerce law. But then I do not play with credit cards any more.

Hell if I know? you could just change your name with *oh stop it Michael* gots me.

Remember when they used to issue ATM only cards? Then you could have funds pulled directly out of your checking account by adding a separate check card. Today the check (debit) card also works as your ATM card..

Everything was okay until they eliminated the ATM card. I asked my bank multiple times what my liability was if I used the check card, they would tell me $50 bucks is my liability, but never did provide me documentation.

I agree, never ever use the check (debit) card as your entire account is your liability.
