Sen. Rand Paul said he's planning a filibuster this week so the Senate will take up debt ceiling negotiations, The Daily Caller reports.

“We’ve not had one minute of debate about the debt ceiling in any committee,” the Kentucky Republican told C-SPAN’s “Newsmakers” in a Sunday interview.

With no budget or appropriations bill in two years, he said he's “part of the freshmen group in the Senate that’s saying, ‘No more.’”

His stand is to filibuster so that debt ceiling talks will take place on the floor of the Senate.

A group of conservative senators plan to present their own proposal to raise the debt limit, hand-in-hand with a balanced budget amendment, the Daily Caller reported.

Paul isn't the first to make such a move. Last week, fellow Republican, Wisconsin Sen. Ron Johnson blocked all unanimous consent calls, the equivalent of halting any and all Senate business until debt ceiling debate took place on the floor.

Senate Majority Leader Harry Reid of Nevada stopped him with a procedural move after about two hours

Rand Paul speaks very intelligently on the debt ceiling matter. The President should be more honest with the American people.
