This week, on Tactical Rifleman, we are going to do another Precision Rifle or “Sniper” video. Now, I know that these videos don’t get a lot of views, like our sexy & exciting videos do. I know sniper rifles are boring. Tough Shit, because our goal is to make all of us better shooters; and to do that, we need to know (and master) the basics. So, this week’s video will be about the difference between having a Precision Weapon and being Accurate. There is a difference. Are you an Accurate shooter? Just having a Precision Rifle with Precision Ammo does not make you Accurate. It helps, but it does not ensure it. So, how do we find out? Again, I know everyone wants videos about sexy new shooting drills that will make them Special Ops Ninjas. Well, not this week. This week, we are going to just do a simple test of you and your gear, using Grouping Drills.
Go out to the 100 or 200 meter line, and shoot a five round group. Take a break, then get down and do it again… and again… and again. Then, go down and check your target. The Standard is to shoot 1 Minute of Angle (MOA). So, at 100 yards, your shot group should be no larger than 1 inch. A good gun should be able to shoot .5 MOA and I have seen many rifles capable of tighter groups than that. Once you are done measuring and analysing your shot groups; take a hard look at yourself in the mirror and spit it out… Are you are a “Sub-MOA” shooter, or are you a “2 MOA” Shooter? It doesn’t matter to me. What matters is that you learn the limits of you and your equipment. Then, you can go out and strive to improve. I like to do these drills with ALL my rifles; from shorty AR all the way up to my .338 LapMag AXMC. Especially, right before a long 3-Gun match; I like to double check how well a particular rifle and particular ammo are getting along together. Why waste your time shooting at a 6 inch plate at 500 meters, when you know your setup only shoots 2 MOA? In this video we also talk about how to read your shot groups, to possibly help diagnose issues that you might be having with your gun or ammo. So, I hope you all get a little something out of it. Say hello to my little friend! This little set up is an incredibly flexible system. The Recce-16 by BCM is a very reliable rifle that is put together correctly. With the addition on the Accuracy Solutions BipodeXT, the platform becomes incredibly stable to maximize hasty position steadiness in the field under a multitude of conditions. Using TROM 900m 5.56mm projectiles, this thing was incredibly easy to hit the steel at 1,000 yards over half of the time even in a 15-25 mph windstorm! The stability of these projectiles thus far in opur testing has been living up to the advertisements.

Born and raised in Macon, Georgia, Charlie Melton joined the U.S. Navy at the age of 19. He completed the Basic Underwater Demolition/SEAL course Class 176 and checked into his very first SEAL Team, (SEAL Delivery Vehicle Team-2) where he underwent 3 deployments, and eventually served as a SEAL Delivery Vehicle Instructor.
Shortly after receiving orders to SEAL team 5, Charlie and his wife were involved in a tragic car accident where his wife was killed, and he was badly injured. Due to his injuries, he was offered medical retirement and was told he wouldn’t be able to perform duties as a SEAL ever again. But despite the upsets and challenges, he never lost courage and hope.

He overcame his injuries and became the Leading Chief Petty Officer of Sniper School. He went on two deployments as part of SEAL Team-5, and ultimately received the Bronze Star, Purple Heart, Sailor of the Quarter, Sailor of the Year for all SEAL Teams, and Runner Up for PACIFIC-FLEET SOY.

Charlie served as the Operations Leading Chief Petty Officer of the Naval Special Warfare Unit-1 and was in charge of 14 Southeast Asian Countries. Later, he served as SEAL Team-1 Troop Chief and retired as Senior Chief Petty Officer in 2015. Since his retirement he opened Charlie Mike Precision, a Tactical Force Company Specializing in Long Range Rifle Shooting, Pistol-Carbine Courses, and Elite Expeditions.

Shooting long range in Nevada with Dimitri using the ACSS reticle

My buddy Bruce and I had a very unique opportunity to go to the desert in Las Vegas, Nevada, to shoot with the one and only Dimitri of Primary Arms. Dimitri is the guy who designed and created the Advanced Combined Sighting System (ACSS) reticle. In my professional opinion the ACSS and its variations are the most utilitarian and practical combat reticles available. The reticles generally incorporate multiple methods of range estimation which enables an individual person the ability to determine approximately how far an enemy combatant is. Combined with that, the ACSS reticles generally have features such as wind holds and lateral enemy walking/running holds. So essentially the math is already done for you and contained right there in your optic for fast and easy use right when you need the most! In any event, this is the first time both Bruce and I have had the opportunity to go out and put our primary GO-TO weapons and optics to the test at those greater ranges.

Precision riflemen are continuously pushing the outer limits of long range shooting. Hitting targets with authority beyond 1-mile opens up a whole new world of challenges and difficulties that can be exceedingly difficult for even the most experienced long range shooters to decrypt through trial and error. The RX ELR (Extreme Long Range) course is a world class course of instruction that kindly guides experienced long range precision shooters to a higher level of proficiency with their magnum ELR rifles at distances exceeding 1 mile. This course will have targets set up from 1,000 - 3,000 yards!

PREREQUISITES: Taking this course requires prior experience to attend. The RX Seminar is REQUIRED before we can grant you entry into this class. We also very strongly recommend taking the RX Live-Fire course prior to this class. You will need to be ready to start comfortably at 1,000 yards when you arrive.

VENUE & LOCATION: Being held at the incredible Hawks Double Mountain Ranch, in the river-bottom badlands of west Texas, you will have access to lodging at the site of the training! With all of your lodging, meals, bar, and other beautiful accommodations at the ranch, you won’t have to travel to and from a faraway hotel to the shooting range every morning and night. Make your accommodations at the ranch, it is more than worth it. Spend that extra time relaxing at the ranch, consulting with Rex and his crew, or kicking back and enjoying the evenings having a steak and a brewski. The Soviet Union produced more sniper rifles during WWII than any other country, and was one of very few to have a well-developed sniper program in place before the war began. Starting in the early 1930s, they developed a sniper variant of the standard M91/30 infantry rifle, with technical assistance from Germany (of all places). The early (PE) scopes had adjustable focus and 4x magnification, with a relatively large objective lens. Experience in the Spanish Civil War exposed a weakness in the adjustable focus ring of these scopes, and they were replaced by a new PEM version without that feature. By 1940, the plan was to replace the 91/30 with the new SVT-40 as the standard sniper's rifle. This plan fell apart when the SVT rifles proved to be inferior in accuracy to the Mosins, and not capable of meeting the requirements for snipers.

In a scramble for a new solution, it as decided to just mount the PU scope onto 91/30 rifles. The PU had been designed for the SVT, as the older PEM scopes were too large to effectively mount on the Tokarev rifle. The PU was smaller, lighter, simpler, and cheaper to manufacture, and it made good sense to make use of the development work put into them. They has a smaller field of view and slightly reduced 3.5x magnification - a very pragmatic choice for a country that needed to mass produce weapons in wartime conditions. Starting in 1942, the 91/30 PU sniper rifles began flooding out of Russian factories - by the time major production ended in 1945 hundreds of thousands had been made.

The 91/30 PU was given better fit and finish than the typical 91/30 rifles produced during the war, but they are still rather cruder than the typical Western idea of the custom-made and hand-polished masterpiece sniper's weapon. These were practical tools, and their design reflects that. Cheek welds in particular are difficult to maintain, because the comb is designed for the iron sights and no riser was provided to make up for the height of the scope. I don't find the stock particularly ergonomic, and the triggers are not particular outstanding. On the other hand, they can survive plenty of rough handling.

Finding an original Russia PU sniper is difficult today - there are plenty of them out there, but they are hugely outnumbered by fakes. Because of the simplicity of the PU sniper and the price differential between stock rifles and snipers, a whole niche industry has developed in making them. There are new production mounts and scopes being made, and mounted to all sorts of 91/30 rifles. You may find all types of combinations of infantry rifles and ex-snipers (many PU snipers were torn down and returned to infantry configuration by the Red Army after the war), original and reproduction mounts, and original and reproduction scopes. It really take a lot of experience to distinguish the true originals, and I don't have enough experience to write a thorough article on that (yet). However, determining the validity of the rifle itself is a bit simpler than the scopes and mounts, so here are a couple starting guidelines: Any PU dated 1941 or earlier is fake. Also, any 91/30 PU with a hex receiver. Any Century import with a new serial number beginning with 9130S is a reproduction. They are real Russian 91/30s, but not originally snipers. A sniper made by Tula (star with an arrow in it) will have a cyrillic "СП" marking above the arsenal mark, indicating a sniper. Real ones without this mark do exist, but are very rare. A sniper made by Ishevsk will have the scope serial number marked on the left side of the receiver. If there is such a number crossed out without a new one added, it means the rifle started out as a sniper, but was decommissioned by the military (ie, an "ex-sniper"). If it has a scope on it now, it was assembled a commercial seller at some point.

That being said, a reproduction 91/30PU can be a great way to get into the sniper rifle field, as long as you understand what you are getting. They are far less expensive than any type of authentic WWII sniper's rifle, but will still give you close to the same performance as the originals, if you get a good one.
I would like to get a scope for my mosin, that thing kicks like a mule , cant seem to find the 7N1 ammo for it though
