Many news media, political activists and social media giants have gotten on the bandwagon that voter fraud is fiction. It is not.

A review of court cases and recent indictments – including one this week in Philadelphia against a former congressman – finds there have been at least four dozen cases in criminal and civil court since the last presidential election in 2016 in which voter fraud has led to charges, convictions, lawsuits or plea deals.

The schemes have ranged from old fashion ballot box stuffing to absentee and mail-in ballot fraud.
Here are a dozen of the more egregious examples.

Philly Fraud Case Expands
The U.S. Justice Department this past week charged former Democratic congressman Michael Myers with stuffing ballot boxes, bribing an elected official, falsifying records, obstructing justice and voting multiple times in federal elections in Philadelphia.

Myers was the second official charged in the scheme.

Domenick DeMuro, a Democratic ward chairman in that city, admitted in a plea deal that he had "fraudulently stuffed the ballot box by literally standing in a voting booth and voting over and over, as fast as he could, while he thought the coast was clear," ptoecutors said.

DeMuro allegedly had a network of clients who paid him significant sums of money to rig elections over several years.

New Jersey mail-in ballot scheme exposed
Four New Jersey residents, including one city council member and one city councilmen-elect in Patterson, N.J., were charged last month in what state officials was a mail-in ballot fraud scheme. The four were charged with multiple crimes including voting fraud, tampering with public records and unauthorized possession of multiple vote-by-mail ballots.

West Virginia mail carrier nabbed in mail-in ballot scheme
A mail carrier in Pendleton County, W.V., recently admitted to investigators that he altered mail-in voting ballot documents. The U.S. Attorney's Office of the Northern District of West Virginia said in a press release in June that it was charging Thomas Cooper, a worker with the U.S. Postal Service, with "attempted election fraud."

An affidavit supplied by that office to Just the News states the Pendleton County Clerk received several absentee mail-in ballot requests "in which the voter’s party-ballot request appeared to have been altered by use of a black-ink pen." On five of the requests, "it appeared that the voters ballot choice was changed from Democrat to Republican

California voter fraud conviction exposes Skid Row scheme
In February, 62-year-old Norman Hall pled guilty in a scheme to pay money and cigarettes to homeless people on Los Angeles’ Skid Row in exchange for false and forged signatures on ballot petitions and voter registration forms. Hall got a year in jail.

Illinois let non-citizens register to vote in blunder
In January, Illinois Secretary of State Jesse White disclosed in a letter to the Legislature that a “programming error” in a signature pad at driver services facilities led to 574 non-U.S. citizens accidentally being registered as voters. At least one, and perhaps as many as 15, non-citizens may have voted in the 2018 election. White’s office says the problem has been fixed.

“We view it as a significant problem,” Matt Dietrich of the Illinois State Board Of Elections said at the time.

Alabama Absentee Fraud
In 2019, former Gordon, Ala., Mayor Elbert Melton was convicted of absentee ballot fraud in a mayoral race he won by just 16 votes.

Melton was sentenced recently to one year in prison and two years of probation after his conviction on charges of absentee ballot fraud and second-degree theft of property.

Pay-to-Vote Scheme exposed in New Jersey
New Jersey real estate developer Frank Raia, 67, a Democrat, was convicted in 2019 of overseeing a scheme to pay low-income residents in Hoboken’s subsidized housing $50 for their votes in the 2013 election.

Wisconsin county supervisor admits to ballot fraud
Former Milwaukee County Supervisor Peggy West, 47, pleaded guilty in 2018 to election fraud for falsifying signatures on petitions to qualify for the spring election.

Prosecutors said several people whose names appear on West's nomination petition told a detective they never signed. Two even said the printed name next to their bogus signatures were not spelled correctly.

Absentee Ballot Theft in Florida
In 2018, authorities arrested Florida man Bret Warren after they determined he had stolen five absentee ballots and fraudulently voted with them. Warren eventually pled no contest to two charges of false swearing in connection with voting.

Wife of mayoral candidate nabbed in New Mexico
In 2018, New Mexico authorities indicted Laura Seeds on 13 counts of voter fraud related to her husband's 2016 mayoral race. Seeds was eventually convicted in part for illegally possessing two absentee voter ballots; her husband Robert won the race by two votes.

Indiana cop convicted of voter fraud to help father win race
In 2016, Indiana police officer Lowell Colen was convicted of absentee ballot fraud in an attempt to help his father win a city council election. Colen eventually pled guilty to four felony counts of voter fraud, with prosecutors claiming he filled out false registrations and forged numerous signatures.

Double voting in Arizona
Last month, Randy Allen Jumper pleaded guilty in Arizona to attempting to vote in two states during the 2016 general election: Arizona and Nevada. He was also charged with falsely signing a statement vowing not to vote in the general election anywhere but Arizona.

Arizona officials said at the time of his plea they have brough about 20 cases of voter fraud in the last decade against people who tried to vote in two states in the same election.

Postal Service Weighs Closing Offices, Cutting Services Ahead of 2020 Election

The U.S. Postal Service may be closing a number of offices and cutting services ahead of the 2020 election, according to reports. The mail service is running out of funds as the country positions itself for sweeping mail-in elections in November.

According to MarketWatch, Postmaster General Louis DeJoy is positioning USPS “to eliminate overtime for hundreds of thousands of postal workers, potentially causing a delay in mail deliveries.”

Additionally, The Associated Press recently obtained memos from the Postal Service describing the need for an “operational pivot” to compensate for the losses suffered as a result of the COVID-19 pandemic.

“It’s just asinine to think that you can shut something down or throttle it back in terms of the pandemic when basically the lifeline for voting and democracy is going to be in the hands of the Postal Service,” Senator Joe Manchin, D-WV, who has received a number of complaints about USPS cutting offices, told reporters Wednesday, according to MarketWatch.

A USPS spokesperson told MarketWatch that the Postal Service “has experienced over a decade of financial losses, with no end in sight, and we face an impending liquidity crisis,” adding that “it is critical that the Postal Service take a fresh look at our operations and make necessary adjustments.”

Manchin, along with his Democratic colleagues in Congress, have expressed grave concerns over the financial cuts. Moreover, they’ve pushed to include extra funding for USPS in the coronavirus financial relief bills.

The bill passed in March allows the Treasury Department to lend $10 billion to the Postal Service.

The Secretary of State's Office said individual counties decided if the envelopes would have a hole punched in them to see the color of the ballot inside to help them sort into Republican and Democratic ballots.

Who people vote for would remain anonymous.

Both the Denver County Elections Office and interim deputy county manager for Adams County said the holes are also meant to help guide those with visual disabilities find where they are supposed to sign.

In theory this common claim would make sense however the data shows that this is indeed not the case. Some of this is possibly also due to the shift in focus away from teaching civic duty, and patriotism in public schools during the same time frame.

Considering there is no way to verify your vote is counted this argument cannot be substantiated by anyone, but politicians and their media allies regurgitating their talking points. There is no way to validate your vote has been counted. There is no way to know the vote went from your hands directly to an election official. There is absolutely no confidence.

Politicians like Senator Ron Wyden (who lives in New York, not in the state he purportedly represents) say, “His” state has proven over 20 years that vote-by-mail has been a success. Not a lie exactly, it has maintained a one-party rule over the state since inception, and allowed plenty of corruption. A success under someone’s standards.

The previous Governor John Kitzhaber resigned due to corruption, he’s also the one that gave Oregon the current Governor Kate Brown who filled in and easily won re-election. Kate Brown has struggled with allegations of abuse of power and corruption since taking office. Birds of a feather.



Governor Kate Brown signed Oregon Motor Voter (House Bill 2177) into law in March, 2015. 90% of eligible Oregonians are registered to vote. [See paste]

Kate Brown isn’t from Oregon, but she fully controls it. Consider the following:

•Become the Governor of a state that is fully vested in vote-by-mail

•Ensure everyone is registered to vote automatically at the DMV (may select party for you)

•Grant non-citizens (read Illegal Aliens) the right to obtain a driver’s license

The above factors practically ensure unlimited control perpetuality. Allowing illegal aliens to obtain a driver’s license which automatically registers them to vote is exactly the same as stealing a citizen’s vote.

What does the evidence show?

1.Voter participation has been lower since the vote-by-mail system started, historic lows. This is counter to the claims made by those supporting vote-by-mail.

2.Based on the data from the state, the party in control flipped by enough margin to ensure consistent victories for the party implementing vote-by-mail.

Voter fraud does happen—but it almost never occurs at the polls. Instead, as election law expert and occasional Slate contributor Rick Hasen has explained, voter fraud occurs through absentee ballots. The vast majority of voter fraud prosecutions touted by conservative groups like the Heritage Foundation involve absentee ballots that were illegally cast. And the only voting fraud schemes with the potential to actually swing elections involved mail-in ballots, not impersonation at the polls. A federal judge ordered election officials to count thousands of mail-in ballots throughout New York State that were declared invalid for not having a post-mark or arriving at offices shortly after the June 23 primary.

In granting the preliminary injunction Monday, Manhattan Judge Analisa Torres said the plaintiffs who brought the suit — including congressional candidate Suraj Patel and Brooklyn Assembly candidate Emily Gallagher — had proved that voters were disenfranchised and denied their constitutional rights after being encouraged to vote by absentee ballot during the coronavirus pandemic.

A major problem: Thousands of ballots that had stamps pre-paid by New York State were not post-marked by the Postal Service, particularly those coming from Brooklyn voters. But most other ballots were post-marked.

If such a post-marked ballot was not received by election officials by June 23, it was not counted.

Many ballots arrived at the elections board a day or two after the primary election because voters did not receive them in the mail from the Postal Service until Election Day.

On Monday Laura Ingraham spoke with former Nevada Attorney General Adam Laxalt about these new rules that were pushed through by lawless Democrats in a nighttime vote over the weekend.

Laxalt reminded Laura that the ballot harvesting means Democrats can enter nursing homes and fill in ballots for dementia patients without their signature.

Adam Laxalt: You’ve chronicled it. I’ve chronicled it. There is clearly voter fraud all over the country and this is a huge deal. And she’s talking about ballot harvesting which is illegal in Nevada until this new bill was passed. And your listeners have heard of granny harvesting. Imagine paid Democrat operatives or Republicans being able to go into senior living homes, take advantage of our elders and in this legislation they can even sign it for them. So this thing is absolutely ripe for fraud.

Nightmare. More Than 200,000 Nevada Ballots Found to Be 'Undeliverable'



A report by the Public Interest Legal Foundation, an election integrity group, found that more than 200,000 ballots mailed to voters in Clark County, Nevada, were designated by the post office as “undeliverable.”

Clark is the most populous county in Nevada, containing the Las Vegas metro area. It has nearly 75 percent of the state’s population.

The county sent 1.3 million ballots to voters. The undeliverable ballots accounted for 17 percent of all ballots mailed to registered voters. Since Nevada has gone to all mail-in ballot elections, that means that 17 percent of the county’s 1.3 million registered voters are effectively disenfranchised.

J. Christian Adams, a longtime PJ Media columnist, recently wrote about the perils of mail-in voting and why the argument that it works in other states doesn’t pass muster.

Washington Free Beacon:

“These numbers show how vote by mail fails,” said J. Christian Adams, PILF’s president and general counsel. “New proponents of mail balloting don’t often understand how it actually works. States like Oregon and Washington spent many years building their mail voting systems and are notably aggressive with voter list maintenance efforts. Pride in their own systems does not somehow transfer across state lines. Nevada, New York, and others are not and will not be ready for November.”

“The addresses that we used were provided by the voters when they registered,” Dan Kulin, a spokesman for Clark County, told the Washington Free Beacon. “If they no longer reside at the address they provided to us, then we would expect that mail to be returned to us, which is what happened.”

The Trump campaign is suing Nevada for their mail-in voting procedures. Most states that are urging mail-in voting are sending applications for absentee ballots. But Nevada was sending actual, legal ballots to every registered voter. The Trump campaign wants it to stop.

The new figures come as Nevada takes center stage in a debate over mail-in voting. President Donald Trump’s campaign sued the state over its plans to mail ballots to every registered voter for the November election. As Democrats across the country push for mail-in voting amid the coronavirus pandemic, critics have said the practice can lead to a number of problems such as lost ballots. Recent reports also showed that 84,000 mail-in Democratic primary ballots cast in New York City were disqualified.

PILF communications director Logan Churchwell said the Clark County elections department asked the county commission not to send ballots to every registrant on file, cautioning that it would be “a costly exercise of sending mail to addresses that were sure to bounce any parcel.” The county sent out the ballots despite the election department’s warning.

“Nevada’s voter rolls aren’t maintained to the standard required for an all-mail experience like Oregon or Washington,” Churchwell said. “The Nevada governor is foolish to think he can replicate his regional neighbors’ years of development and practices with mail voting in a matter of months with a weekend emergency bill.”

Left-wing groups have been challenging “purging” dead, moved, duplicate, and inactive voters from registration rolls for years. Now they want an election based on mail-in ballots for every registered voter?

No one is ready for this. This is why mail-in voting will be an epic failure.

Georgia Governor Brian Kemp has abandoned his lawsuit against Atlanta over its mandatory mask ruling enacted by Mayor Keisha Bottoms. Instead, Kemp threatened to rectify the issue in the next executive order.


"Unfortunately, the mayor has made it clear that she will not agree to a settlement that safeguards the rights of private property owners in Georgia," Kemp was quoted as saying. "Given this stalemate in negotiations, we will address this issue in the next executive order. We will continue to protect the lives and livelihoods of all Georgians."


Meanwhile, Texas has announced plans to investigate why the state's positivity rate is climbing to record levels, while other metrics, like hospitalizations, indicate a slowdown.


A special “data team” has been assigned to examine state health department data analysis and calculations, Governor Greg Abbott said. One factor in the jump in the positivity rate may be that fewer Texans are seeking testing, he said.

Update (1340ET): It's been an interesting afternoon for commentary on the US coronavirus outbreak. Novartis CEO Vas Narasimhan said during an interview Thursday that while a combination of the vaccine and drugs should be able to treat the virus, it's still possible it might never go away, instead becoming a seasonal virus like the flu. "We just don't know," he said.



But the biggest headlines come courtesy of Dr. Fauci, who unequivocally backed President Trump's demands for in-person voting ("there is no reason we can't have in-person voting") while also whining about his pessimistic outlook for the virus, while grumbling about irresponsible young people and subtly attacking President Trump's handling of the crisis.

The Houston metro area’s rate of transmission has fallen below 1, and stayed below that threshold for 3 straight days, as the rate of spread of the virus has slowed by 22%, according to the Texas Medical Center. The 9-county region recorded 1,558 new cases on Wednesday, down from almost 2,000 a day last week,.The positive-test rate was down by almost half to 10.2%, compared with 20.3% last month.


Meanwhile, BoJo promised to be “absolutely ruthless” while deciding whether to impose quarantine restrictions on French travelers, with a decision expected later.

Update (1310ET): Florida reported results late on Thursday, presumably due to the same issues that have led to a drop in tests run over the past couple of weeks (though, to be fair, Hurricane Isaias probably had something to do with it). That brought the total to 557,137 cases on Thursday, up 1.1% from a day earlier, compared with an average increase of 1.3% in the previous seven days.


Deaths reported among Florida residents on Thursday pushed the state death toll to 8,913, up by 148, or 1.7%.


Like California did earlier this week, Florida said Wednesday that the day’s case numbers were inflated by a dump of data dating back seven weeks. That also affects the day-over-day percentage change for Thursday’s numbers, the sate added.

Update (1150ET): Remember when the NYT insisted that cases of COVID-19 recurrence are extremely rare, and those worried about the possibility of chronic infection, and/or the level of protection afforded by an eventual vaccine were simply fear-mongerers?


Two patients in China that recovered from COVID-19 months ago tested positive again, raising concern about the virus’s ability to linger and reappear in people whom it previously infected. A 68-year-old woman in the central Chinese province of Hubei, where the virus first surfaced in December, tested positive on Sunday - six months after she supposedly was diagnosed and recovered.


Another man found to have contracted the disease in April after returning to China tested positive in Shanghai earlier this week. Some fear that these tests could simply be triggered by errant pieces of viral DNA.


A few hours later, around mid-day on Thursday in the US, the WHO added that the possibility of reinfection is still "not confirmed"


It's just the latest reminder that nobody knows for certain what this means - not even the New York Times.


Which is probably why this story was couched as "opinion", and not news, or even the hybrid "news analysis".





In other news, India has topped several European rivals to become the country with the 4th-largest death toll globally - behind the US, Brazil and the UK.


France is pushing more local governments to revive virus "containment measures" as case numbers start to climb.


Back in the states, Arizona has reported 1,351 new cases and 36 new deaths, bringing its total to 190,794 and its death toll to 4,383.





ICU capacity has hit 80%.

As schools reopen in Berlin and elsewhere, Germany has reported another day of 1,000+ COVID-19 cases and the biggest single-day reading in three months, with the health minister warning of outbreaks across the country, blaming the spread on partiers and holiday travelers.








In the country of 83 million, the number of confirmed coronavirus cases climbed by 1,226 to 218,519, according to data from the Robert Koch Institute. That's the biggest daily increase since May 9. Meanwhile, the number of deaths remained relatively low, increasing by six to a total of 9,207.








Chancellor Angela Merkel and the 16 state governments decided in May to start gradually easing coronavirus restrictions, a balancing act to allow public life and business activity to recover while trying to keep the infection rate low. Though the rate remains low relative to the US and other countries struggling with raging outbreaks, keeping cases at a manageable level requires a careful balancing act.


"This is, no doubt, very worrying," said Health Minister Jens Spahn during an interview with Deutschlandfunk radio. He added that Germans must remain "very cautious" to avoid spread of the virus.​

The fate of the European economy could very well hinge on a V-shaped rebound that economists say might be possible if another round of damaging lockdowns can be avoided. In Spain and the UK, local measures have been favored, like 'partial lockdowns' in parts of Manchester and in Catalonia, efforts that the WHO has applauded.

CNBC’s August Poll Not Reflective of Likely Voters? Here is the Data–You Decide

The media continues to publish polls that assume a turnout completely different from 2016.
The latest CNBC poll (Aug. 12), which has Biden up by 6 points, is no different.

Highlights – significant oversampling of younger voters and undersampling of older voters.
  1. The CNBC poll oversampled 18-49 year olds by 20%, compared to 2016 turnout.
  2. The CNBC poll undersampled 50+ year olds by 15%, compared to 2016 turnout.
  3. The CNBC poll undersampled Republicans by 8%, compared to 2016 turnout.
The over/undersamples are significant because the under 40 group clearly had a preference for Clinton in 2016. While the over 40 group had a clear preference for Trump.

If we extrapolate the results based on the 2,143 sample size, and adjust CNBC’s own poll numbers to reflect a turnout similar to 2016 — we get a statistical tie.

Biden at 47% in the derived poll results and Trump at 46%.

Bottom line: Most 2020 polls continue to assume a turnout that is significantly more favorable to Democrats vs. 2016. To this date, no poll has explained why they assume a drastically different turnout.

When possible, we use the official election results to determine the 2016 turnout math. Otherwise we use CNN for more granular exit poll data.

Canvassers demand answers after 72% of Detroit's absentee ballot counts were off

Recorded ballot counts in 72% of Detroit's absentee voting precincts didn't match the number of ballots cast, spurring officials in Michigan's largest county to ask the state to investigate ahead of a pivotal presidential election.

Without an explanation from Detroit election workers for the mismatches, the Wayne County Board of Canvassers requested this week for Secretary of State Jocelyn Benson's office to examine the "training and processes" used in Detroit's Aug. 4 primary, which one official described as a "perfect storm" of challenges. The board is charged with certifying election results.

In 46% of all Detroit's precincts — absentee and Election Day — vote counts were out of balance, according to information presented Tuesday to the Wayne County Board of Canvassers. Specifically, the number of ballots tracked in precinct poll books did not match the number of ballots counted.

The situation could amplify the spotlight on absentee ballots in Michigan ahead of an election for which record levels of mail-in voting are expected and President Donald Trump is already raising concerns about how votes will be handled.

An eyewitness told The Kyle Olson Show that as many as 20,000 unverified absentee ballots in Detroit were fed through machines and counted during the August 4 primary.
In a segment released exclusively to Breitbart News before airing on Saturday, Michigan Republican Party-appointed poll challenger Bob Cushman said it was chaotic while absentee ballots were being counted in downtown on primary night in Detroit, a city known for voting heavily Democrat:


Cushman said he is concerned about election integrity and signed up to be an observer.
He noted that a car with Ohio license plates was driven into the large facility. Cushman said he did not know what the purpose was, but he suspected “that car was somebody that was delivering ballots. It just seemed a little odd.”

In an affidavit, Cushman recounted several counting tables “had opened ballots with no poll book” to check to see if the individual was authorized to cast that ballot.
That is significant, he said, because the poll book is used to ensure “that name is someone that’s a qualified, real voter.”
In another instance, he “noticed pages being inserted into several poll books.”
According to Cushman, some workers left early as the day dragged into the night.
Polls closed at 8:00 p.m., but Cushman observed at 12:37 a.m. that “the threat was made that the $100 bonus that had been promised earlier (over the public address system) would not be paid.”
Cushman said in his affidavit that an order was made around 2:00 a.m. to open the remaining ballots “for immediate tabulation without additional processing or notation.”
“This is just my estimate,” he told The Kyle Olson Show, “but I would guess there were 10,000 to 20,000 after 2:00 a.m. — could have been more.”

Cushman thought election officials should go back to analyze what ballots were counted after the procedures were suspected and throw those votes out.
All of this is potentially consequential given the narrow 10,704-vote victory Donald Trump won in 2016 and the expected close margin anticipated in 2020.
“It’s very hard to change the result of an election after the fact,” Cushman stated.
He said in instances, such as what happened in Detroit with numbers not squaring, Michigan law prevents a recount.
Cushman also said he does “not have faith” that the errors during the primary election will be rectified by the November election.
“But perhaps if we put enough light on this subject, that there be enough heat to get it done correctly,” he said.
He encouraged volunteers to serve as poll watchers for the presidential election to increase integrity in the process.

Massachusetts has sent out more than 1 million vote-by-mail ballots in the run-up to its first statewide election in the midst of the coronavirus.
However, the unprecedented undertaking has not been without mistakes.

Officials in Arlington and Brookline have sent hundreds of replacements after patterns emerged of voters getting ballots with the wrong party or precinct for next week’s Massachusetts state primary. And other “isolated errors” have been reported outside of those communities.
Local officials stress that they have scrambled to correct any mistakes as soon as they are made aware, though they acknowledge that some errors, such as a ballot with the wrong precinct information, can go undetected if voters are not closely familiar with their local legislative race.

Voters can check an online version of their ballot to make sure their local ward and precinct match up with the information on the ballot they received.

Brookline officials first announced on Aug. 5 that approximately 30 voters in the town received mail-in ballots that were not the political party primary they requested. However, Jordan Mayblum, a spokesperson for the town, told Boston.com that, as of this week, the number had reached 300 out of the roughly 16,000 ballots distributed.
“All voters affected have been provided correct ballots,” Mayblum noted.
In Arlington, officials announced on Aug. 14 “that some voters were sent incorrect ballots,” urging residents to double-check their precinct number.
Arlington Town Clerk Juliana Brazile says they aren’t sure exactly how many voters got the wrong ballot. But after detecting a pattern, they ultimately sent new ballots to about 120 voters who might have received the wrong ballot for their precinct, and an additional 200 ballots to voters who might have received the wrong party.
“Not all of those households reported a problem, so that was intended to cast a wide net,” Brazile said, noting that voters who got the wrong precinct, as opposed to the wrong party, “may not notice right away.”
Secretary of State Bill Galvin’s office says they worked with local officials in Arlington and Brookline to respond to the issues, which mostly affected early ballot batches sent in response to the wave of vote-by-mail requests. Deb O’Malley, a spokeswoman for Galvin, said the two Boston suburbs “are at the top of the list in terms of percentage of voters voting by mail.”

“Unfortunately, in their haste to fulfill the requests, some voters were sent incorrect ballots,” O’Malley told Boston.com in an email. “We advised both towns that they needed to proactively reach out to their voters to make sure they had the correct ballots and send replacements ASAP when necessary.”
O’Malley declined to name any other specific communities where mistaken ballots had been sent, but said mistakes outside of Arlington and Brookline were few and far between.
“With over a million ballots mailed out in the last few weeks, there have been occasional isolated errors,” she acknowledged.
Boston Mayor Marty Walsh’s office says the city’s Election Department has not received any reports of incorrectly received ballots.
At least two Somerville voters received the wrong ballots, according to a city spokesperson. And in Cambridge, spokesman Lee Gianetti says the city is “only aware of seven issues” out of the more than 26,000 early and absentee mail-in ballots that were sent to residents.
“Once we were notified, the Election Commission staff immediately reached out to the voters to help them get new ballots,” Gianetti said. “The incorrectly issued ballots were invalidated so that they could not be cast.”
While election experts say that concerns about mail-in voting fraud are overblown, mistakes are nothing new — or unique to Massachusetts; in California, officials rejected more than 100,000 mail-in ballots during the state’s March presidential primary and, more recently, a third-party voter registration group in Virginia sent more 500,000 mail-in ballot applications with the wrong return address.

With less than a week until the Sept. 1 primary election, Secretary of State Bill Galvin’s office is encouraging “all voters” who haven’t already returned their ballots to either hand-deliver them to their local election office or drop box, if not take advantage of the state’s expanded in-person primary voting, amid widespread mail delivery delays.
“As Election Day approaches and there is less time for the mail to arrive, we certainly encourage all voters who have not already returned their ballots to hand-deliver those ballots or take advantage of early voting or vote at their polling places,” O’Malley said.
Any Massachusetts voter who received a mail-in ballot — correct or not — can still choose to instead vote in person during early voting hours this week or on the Sept. 1 primary day, but only if they haven’t already returned their ballot.
“We are hearing of very light in-person turnout because so many voters have already voted by mail, so large crowds are not expected,” O’Malley said. “We have also ensured that all voting sites are set up for social distancing and safe in-person voting.”
And if any voters in Massachusetts accidentally sent back a mail-in ballot for the wrong precinct, their vote wouldn’t be be completely invalidated; according to O’Malley, all offices for which one was eligible to vote still would be counted.
“But obviously we would much rather make sure the error is corrected,” she added.

Exclusive: Dem group warns of apparent Trump Election Day landslide

A top Democratic data and analytics firm told "Axios on HBO" it's highly likely that President Trump will appear to have won — potentially in a landslide — on election night, even if he ultimately loses when all the votes are counted.
Why this matters: Way more Democrats will vote by mail than Republicans, due to fears of the coronavirus, and it will take days if not weeks to tally these. This means Trump, thanks to Republicans doing almost all of their voting in person, could hold big electoral college and popular vote leads on election night.
  • Imagine America, with its polarization and misinformation, if the vote tally swings wildly toward Joe Biden and Trump loses days later as the mail ballots are counted.
  • That is what this group, Hawkfish, which is funded by Michael Bloomberg and also does work for the Democratic National Committee and pro-Biden Super PACs, is warning is a very real, if not foreordained, outcome.
What they're saying: Hawkfish CEO Josh Mendelsohn calls the scenario a "red mirage."
  • "We are sounding an alarm and saying that this is a very real possibility, that the data is going to show on election night an incredible victory for Donald Trump," he said.
  • "When every legitimate vote is tallied and we get to that final day, which will be some day after Election Day, it will in fact show that what happened on election night was exactly that, a mirage," Mendelsohn said. "It looked like Donald Trump was in the lead and he fundamentally was not when every ballot gets counted."

By the numbers: Under one of the group's modeling scenarios, Trump could hold a projected lead of 408-130 electoral votes on election night, if only 15% of the vote by mail (VBM) ballots had been counted.
  • Once 75% of mail ballots were counted, perhaps four days later, the lead could flip to Biden's favor.
  • This particular modeling scenario portrays Biden as ultimately winning a massive victory, 334-204.
  • The methodology, described in detail below, was based in part on polling from FiveThirtyEight in August.
  • The ultimate results may well sit somewhere between these low-end and high-end scenarios and will also be impacted by who actually votes, and how voters' views about their options change over the coming weeks.
The other side: “The news media should get out of the business of predicting the future,” Trump campaign communications director Tim Murtaugh said in response.
Between the lines: Hawkfish is not just trying to educate the public about the possibility that Trump could prematurely declare victory, or try to delegitimize a Biden victory if it took days or weeks to determine.
  • The group is also trying to sensitize state and county elections officials, news and social media organizations, and the courts to the perils of premature results — and to the possibility of Trump and his team applying challenges and political pressure to reject a high share of mailed-in ballots counted after election day.
  • And the group is warning voters that rejection rates for mail ballots are higher than in-person voting.
  • To avoid having their votes thrown out, Hawkfish is advising voters to be extra careful about voting early enough and following all the instructions to the letter — or, potentially, putting on masks and gloves and going early either to safely vote in person or return the mail ballot in person.
Methodology: Hawkfish surveyed 17,263 registered voters in 50 states and DC, July 1-Aug. 16, 2020, to assess who people planned to vote for and whether they intend to vote by mail or in person at a polling place.
  • Responses were filtered for those described as definitely voting or likely to vote and weighted for state and national registered voter demographics.
  • The scenarios assumed votes at polls would be counted on election day itself (Nov. 3). A scenario taking a week to count mail ballots would translate to approximately 15% per day on average.
  • In another scenario, mail ballot counts took four days at 25% per day. For states that have had high vote-by-mail participation rates, Hawkfish assumed they would take two days.

Judge orders Georgia to extend deadline for absentee ballots

ATLANTA – A federal judge on Monday ordered Georgia to extend its deadline for accepting mail-in ballots for November’s general election from the close of polls on Election Day until three days later.

Georgia law says absentee ballots must be received by the close of polls on Election Day. U.S. District Judge Eleanor Ross ordered that absentee ballots that are postmarked by Election Day and arrive at county election offices by 7 p.m. three business days later be counted.

The New Georgia Project, a voter registration group, and several individual voters had sued to demand the deadline extension and other changes. Ross declined to order any of the other changes they sought.

New Georgia Project CEO Nse Ufot applauded the judge’s ruling, saying in a statement that it “further confirms that we have a living breathing democracy that responds to the changing needs of society.”

The secretary of state’s office plans to immediately appeal the ruling, Deputy Secretary of State Jordan Fuchs said.


“Extending the absentee ballot receipt deadline is a bad idea that will make it nearly impossible for election officials to complete their required post-election tasks in the timeline that is required by law,” she said in a statement.

Lawyers for the state had argued that a later deadline could interfere with election officials’ ability to perform audits and other post-election tasks by certification deadlines.

Ross noted that Georgia election officials received a record number of absentee ballot requests for the June primary election after Secretary of State Brad Raffensperger encouraged Georgians to vote by mail amid concerns about the coronavirus pandemic. With the virus outbreak still going, there will likely be even more absentee ballot requests for the November general election, Ross wrote.

Even in the absence of an ongoing pandemic, absentee ballots have been rejected in past elections because they were received after the deadline. The plaintiffs have demonstrated that “Georgia voters can be and have been disenfranchised by the current receipt deadline through no fault of their own,” Ross wrote.


Ross wrote in the order that she is “reluctant to interfere with Georgia’s statutory election machinery.” But she said the risk of disenfranchisement is great and the “narrowly tailored” remedy of extending the deadline by three business days is appropriate.

“Extending the deadline would ensure that voters who receive their ballots shortly before Election Day are able to mail their ballots without fear that their vote will not count,” Ross wrote.

The lawsuit alleged that five aspects of Georgia law on absentee ballots can disenfranchise lawful voters in violation of their constitutional rights.

“Ordinarily, the impacts of these provisions on the right to vote are deeply troubling. But in the ongoing pandemic, they are constitutionally indefensible,” lawyers for the plaintiffs wrote in a court filing.

The lawsuit also asked the judge to order Georgia to provide prepaid postage to return absentee ballots; to order the state to allow voters to designate any third party to submit their absentee ballots; to establish a uniform set of standards for notifying voters about problems with absentee ballots; and to allow all voters to submit a single absentee ballot application for each election cycle.


Ross declined those requests, saying the burden placed on voters is not significant enough to outweigh the state’s interest in maintaining the current rules.

The lawsuit is one of several challenging the way Georgia handles elections. A long-running lawsuit filed by election integrity advocates challenges the constitutionality of Georgia’s voting machines and election system. Another filed by Democratic groups asks a judge to order Georgia election officials to take steps to prevent long lines on Election Day.
